MINUTES OF THE MEETING OF HARWICH TOWN COUNCIL
HELD ON
25th SEPTEMBER 2008 at 7.15pm
at the 1912 CENTRE, COW LANE, HARWICH
Present: The Mayor, Councillor D Rutson, in the Chair
Councillors: B Brown, S Tyrer, J Wares, L Double, G Calver,
A Morrison, A Colbourne, M Gardner, D McLeod and
L Payne from 8.00pm
The Clerk to the Council, Mrs E Novorol
Also present: 1 member of the press and one member of the public.

61/08 APOLOGIES FOR ABSENCE
Apologies for absence were received from The Deputy Mayor,
Councillor J Brown and from Councillors Callender, Burke, Henderson
and Howlett .
62/08 DECLARATIONS OF MEMBERS’ INTERESTS
Councillor Double declared a personal interest in the item regarding
Decorative Illuminations at Harwich Quay.
63/08 MAYOR’S ANOUNCEMETS
The Mayor advised members that he would give details of his
engagements at the next meeting of the council.

UTES OF THE LAST MEETING
RESOLVED: that the minutes of the meeting of the Town Council
held on 13th August 2008 (previously circulated) be approved by the
Chairman and signed as a true record.
65/08 MILTON ROAD CAR PARK, DOVERCOURT
Reference minute 41/08, members noted the response from Tendring
District Council regarding the promotion of the concessionary parking
scheme. Councillor McLeod suggested that the new tariff could be
advertised on the Harwich Town Council website,
66/08 HARWICH AND DOVERCOURT BAY BEACH HUT ASSOCIATION

Councillors considered the response from Tendring District Council
regarding the parking charges to non-resident beach hut owners and the
wording of the notice at the West End car park which is misleading,
starting ‘over 4 hours – £5.00’.
RESOLVED: to write to Tendring District Council to request that the
notice shows ‘over 4 hours/all day – £5.00’.
67/08 INCORRECT SIGNS AT BUS STOPS, FRONKS ROAD, DOVERCOURT
The meeting was advised that, subject to the Local Government Act
1972 and supporting case law, a council cannot lawfully decide any
matter not specified on the agenda. The Chairman agreed to take the
item. Councillor Calver advised members that signs at the bus stops at
the Minesweepers memorial and adjacent to the top of Fronks Avenue
do not match the locations. RESOLVED: to write to the bus company
and to Essex County Council requesting that the signs are altered to
show the correct locations.
68/08 MINUTES OF THE GUILDHALL COMMITTEE
Cllr B Brown presented the minutes of the meeting held on 20th August
2008 (previously circulated). RESOLVED: that the minutes be
adopted.
69/08 MINUTES OF THE ALLOTMENTS COMMITTEE
Cllr A Colbourne presented the minutes of the meeting held on 20th
August 2008 (previously circulated). RESOLVED: that the minutes be
adopted.
70/08 MINUTES OF THE FINANCE AND GENERAL PURPOSES COMMITTEE
Cllr J Wares presented the minutes of the meeting held on 10th
September 2008 (previously circulated). RESOLVED: that the
minutes and all recommendations be adopted.
Reference minute F23/08, Councillor Double advised the meeting that
he had obtained further information regarding the request for grant
funding from the Royal Naval Association. RESOLVED: to purchase
a laptop computer and relevant software up to a maximum cost of £700
and, subject to evidence that the project is secure, pass to the Royal
Naval Association as a gift from Harwich Town Council.
71/08 BRIEF REPORTS OF MEMBERS
Councillor Wares advised members that she had attended the meeting
of Harwich and District Community Association. Councillor B Brown
Gave details of the review of emergency services at Carless Refinery
that he had attended. The Clerk gave two reports: she had attended the
recent East Essex Area Forum where British Energy had given a
presentation on nuclear energy in the UK and the recent meeting of
Harwich International Port Local Authority Liaison Committee which
advised that the current redevelopment at Felixstowe port will include
piling from January to July 2009 which will be audible in Harwich,
72/08 FINANCIAL UPDATE AND RECORD OF PAYMENTS
Payments and receipts, current balances, financial activity against
budgets and earmarked funds were notes.
RESOLVED: to authorise payments as listed in Appendix ‘A’.

NORTH EAST ESSEX PCT – PATIENT COMMISSIONING FORUMS
RESOLVED: that Councillor B Brown represents Harwich Town
Council at the forums and that it be an appointed duty.
74/08 THE DECORATIVE ILLUMINATIOS, QUAYSIDE, HARWICH
Notification that Tendring District Council intends to cease
commencing decorative illuminations and remove all existing lighting
with the offer for this Council to take over ownership and maintenance
was considered. RESOLVED: to seek all necessary information as to
the present costs to the District Council and refer the matter to the
Finance and General Purposes Committee.
75/08 THE ARK CENTRE, HARWICH
Members noted the thanks from The Ark Centre for the donation of a
computer monitor.
76/08 TEEN TALK (HARWICH)
A letter from Teen Talk, thanking councillors for their support on the
10th Anniversary Open Day was noted.
77/08 MOBILE LIBRARY SERVICE, DOVERCOURT
Members noted that, due to low usage, the mobile library stop at
Buckets and Spades Nursery will cease from 6th January 2009.
Councillor Double advised that a new stop at Two Village Primary
School, Mayes Lane will be commenced.
78/08 MACE PARK, RAY AVENUE, DOVERCOURT
Councillor Payne advised members that the plans for refurbishment of
Mace Park have been finalised. Thanks were given to Councillor Tyrer
and the Environment and Highways Committee for the efforts in
securing this and to Councillor Pierre Oxley of Tendring District
Council for his work in bringing the scheme forward. Members noted
that the work is scheduled to commence in the new year. A copy of the
plan will be forwarded to the pupils of Spring Meadow Primary
School.
79/08 DATE OF THE NEXT MEETING
The next meeting of Harwich Town Council will be held on 5th
November 2008 at 7.15pm at the 1912 Centre, Cow Lane, Harwich.

RESOLVED: that pursuant to Section 1 of Public Bodies (Admission
to Meetings) Act 1960, the meeting is closed to the press and public for
the transaction of the under-mentioned business:
