Who Does What

Local Government

The various functions of local government in England are carried out by different levels of organisation.  In Essex the town and parish councils are the first tier of local government – the “grass roots” level of local democracy – and they play a significant role in the local community. Harwich Town Council’s patch falls within the area administered by Tendring District Council, which in turn falls within the area administered by Essex County Council.

All three organisations have different responsibilities. Although all are part of the local government system and enjoy close working relationships, each organisation is an independent and autonomous statutory authority in its own right.

Tendring District Council: Benefits & Housing, Council Tax, Planning, Refuse & Recycling

Essex County Council: Adult & Social Care, Blue Badges, Registering births, ceremonies and deaths, Schooling & Education
