Public Question Time:
Dr Rogers expressed his view on application 14/01295/FUL – Kingsway.  He is against the development but accepts it’s an improvement visually.  Work began 1st Jan 2011 and this is a retrospective application.  He felt that there had been little consideration for public safety and the works had created safety hazards and impinged on the pathway with unauthorised hoardings.  2nd floor interferes with a utility pole and asks TDC councillor to call it in and also ask the Planning committee as to how the situation has arisen.  Cllr Calver clarified that they can only call in on matters about the application and NOT how the situation arose.  Mrs Holbrook asked HTC to back Rose application 14/01481/FUL, felt it was a great application and would be prosperous for the town.

  • P056/14 – Members noted a letter by Clare David in response to enquiries about S106 monies due for the development on the site of the former Harwich Primary School. Cllr I Henderson mentioned that HTC can request for available s106 monies to be used for any applicable schemes.

  • Cllr Day referred to the TDC Local Plan and mentioned local concern about the volume of new dwellings to be built and there are no workplaces, or land that was set aside as such is now put aside for housing, including the former Vacumatic site.  Expecting a further 1360 dwellings.  Too much reliance on the Bathside Bay development to generate jobs and HarwichValley development.  All the old worksites have gone.  Cllr Todd attended the Local Plan briefing on Monday and said the plan for Harwich is available on their website.  Harwich valley is now reaching 360 dwellings with another at Low Road (350) and Mayes Lane (185).  He mentioned the point at which a new primary school would be built and this level is 700 dwellings.  However this is 700 in a single development.  TDC mentioned that ECC decide is the existing schools can cope or need extending to accommodate.  NHS will decide on the provision of GPs. The only way the numbers will change is to present a strong argument as to why that number shouldn’t be built.  Consultation commences in January 2015.  Decision to be made next summer.  Cllr I Henderson is on the cross-party committee at TDC.  He mentioned this is Govt policy not a TDC policy.  Eric Pickles has set a timeframe for implementation.  The inspector determines if the number of dwellings is realistic.  If TDC don’t put forward a workable proposal then it will be imposed upon them and we will have no say.  Councils are being pushed to accept the proposals.  There is a long list of people in need of housing.  We have more employment sites that what was required and no less than we had previously.Harwich Valley and Horseley Cross require infrastructure so investment is needed first.  Cllr McLeod said it’s a shame that the Bathside Bay development isn’t progressing as expected, which was anticipated would generate many jobs.
