MINUTES of the Meeting of the PLANNING COMMITTEE

held at The 1912 Centre, Cow Lane, Harwich

on Wednesday 31st October 2012 commencing at 6.43pm

Present: Councillors Brown, Calver, Fowler, Todd, I Henderson, J Henderson, Thompson, King, Gibbins, Flavell, C Callender, R Callender and Thurlow.

Public Question Time

Dr Rogers expressed his concerns for the placement of further beach huts in Dovercourt Bay. On many occasions he has put himself in jeopardy when trying to deter youths from vandalising and climbing on them. Dr Rogers requested HTC support the view that no more huts are placed in this area and that the existing 5 huts are removed. Members noted his view.

Cheryl Thompson wished to make councillors aware that in addition to information on the briefing notes from TDC, it is expected that people will not be able to sit in front of the beach huts. In addition to this, there is no grassed area so these huts will not be suitable for family use. Cheryl Thompson also wished to discuss the Flood Memorial Gardens, but was advised that this would be discussed at the next E&H Committee on 6th November and was welcome to attend as a member of the public.

Alan Sage expressed his concerns over the proposed rear extension to his neighbour’s property in Gordon Road. He felt that the rear extension was excessive and would drastically reduce his source of light. Mr Savage asked HTC if they felt that home improvements to one property should not have a serious detrimental effect on another.

RESOLVED that the minutes of the Town Planning meeting held on Wednesday 10th October 2012 (previously circulated) be approved by the Committee and signed by the Chairman as a true record.

P059/12 PLANNING APPLICATIONS
The Committee considered a schedule of planning applications for weeks ending

12th October, 19th October and 26th October 2012.
RESOLVED: Recommendations in Appendix ‘A’ be submitted to Tendring District Council.

P060/12 MATTERS RECEIVED IN POST OR INFORMATION RAISED BY MEMBERS
Consultation request from Ian Taylor, TDC regarding Beach Huts, Dovercourt Bay – Cllr Flavell felt that the sighting was not adequate whilst Cllr C Callender felt that the huts were possibly out of character of the promenade, Cllr Calver felt that they would encourage higher usage of this part of the promenade and increase usage of local amenities and encourage people to use the Town Centre. Cllr Calver believed that the lack of uptake was the manner in which they were marketed along with additional fees which were charged.

Cllr J Henderson made reference to members of the public who do not have a garden or live by the sea and this would be an ideal opportunity to own a beach hut but TDC need to be more realistic with the marketing and costs to ensure they are affordable. Cllr McLeod informed members that the original application for the sighting of these beach huts was part of the regeneration for Harwich. He felt that HTC should support any scheme which helps generate visitors to the area but should be marketed following discussions with the Beach Hut Association.
RESOLVED: Harwich Town Council are in support for beach huts to be sighted in this vicinity but ask that they are marketed and priced appropriately to enable take up. Harwich Town Council asks that this is moved forward with full consultation with the Beach Hut Association.
