MINUTES of the Meeting of the PLANNING COMMITTEE
held at The 1912 Centre, Cow Lane, Harwich
on Wednesday 12th December 2012 commencing at 6.30pm

Present: Councillors Calver, Day, Fowler, Todd, J Henderson, I Henderson, Thompson, King, Flavell and Thurlow.

In the Chair: Councillor McLeod

Acting Clerk: Mrs Michelle Townsend

Also present: No members of the public and 1 member of the press

Absent: Cllr C & R Callender

Public Question Time: No Questions
Cllr Calver asked the Chairman and members to suspend standing orders in order for members to urgently address and act upon the very recent spate of robberies within our Town Centre. The Clerk informed members that this was not following standard procedures but acknowledged that that it was an urgent matter

Whilst standing orders were suspended, members discussed the recent attacks on local business premises and their shock with the reported response times and felt that urgent action was necessary.
RESOLVED: Clerk to write to Inspector Willis and ask that at the next Full Council meeting, members are provided with a record of the following for the last 3 months:-

i: Details of all Town Centre crimes and response times, in particular to shop burglaries and break-ins.
ii: How many of the crimes were detected as a result of the CCTV and were there evidence grade images obtained from the footage?
FURTHER RESOLVED: Clerk to write to the most Senior Officer at Clacton Police Station, the newly appointed Police and Crime Commissioner for Essex and Bernard Jenkin MP, to voice concerns over the high level of crime that Harwich is experiencing and in particular, the apparent inability of the police to react effectively to prevent it and to request that 24 hour policing is restored immediately to Harwich Police Station, 7 days a week, with sufficient levels to deal with the upsurge of crime in Dovercourt and Harwich.

P072/12 MINUTES OF THE LAST MEETING
RESOLVED that the minutes of the Town Planning meeting held on Wednesday 21st November 2012 (previously circulated) be approved by the Committee and signed by the Chairman as a true record.

P073/12 MATTERS ARISING FROM THE MINUTES
Cllr Flavell informed members that following his FOI request regarding the Hangings, the amount of compensation is £58,800.

P074/12 PLANNING APPLICATIONS
The Committee considered a schedule of planning applications for weeks ending

23rd November, 30th November and 7th December 2012.
RESOLVED: Recommendations in Appendix ‘A’ be submitted to Tendring District Council.

P075/12 WITHDRAWAL OF BATHSIDE BAY PLANNING APPLICATION
Following notification from The Planning Inspectorate that the application has now been withdrawn, members felt that it was necessary to voice concerns over the length of time it took before an objection was made and the possible implications.
RESOLVED: Clerk to liaise with Cllr Day and Cllr I Henderson and write to the Secretary of State expressing our concerns.

P076/12 COMMUNITY INFRASTRUCTURE NEEDS ASSESSMENT
Members considered the request for feedback from Brett Associates who have been instructed by TDC to undertake an update to the Tendring Infrastructure Study to reflect the new emerging Tendring Local Plan. It was decided to further discuss this issue at the next Full Council meeting.
RESOLVED: Clerk to obtain the present procedures for S106 monies from TDC.

PO77/12 MATTERS RECEIVED IN POST OR INFORMATION RAISED BY MEMBERS
Members noted the planning appeal by Dovercourt Holiday Lodges Ltd.

P078/12 DATE OF NEXT MEETING
The next Town Planning meeting will be held at the 1912 Centre, Cow Lane, Harwich,on 2nd January 2012 at 6.30pm.
