MINUTES OF THE MEETING OF HARWICH TOWN COUNCIL PLANNING COMMITTEE
held on Wednesday 26th JANUARY 2011 at 6.30pm
at The 1912 Centre, Cow Lane, Harwich

P73/10 APOLOGIES FOR ABSENCE
Apologies for absence were received from Councillors B Howlett and M Gardner.

P74/10 DECLARATIONS OF MEMBERS’ INTERESTS
Councillors Rutson, McLeod and J Brown declared interest as members of the Development and Control Committee at Tendring District Council and Councillor Henderson as Portfolio Holder for Housing at Tendring District Council with
regard to Planning Application 10/01470/FUL.

P75/10 MINUTES OF THE LAST MEETING
It was RESOLVED that the minutes of the meeting held on 5th January 2011 (previously circulated) be approved by the Committee and signed by the Chairman as a true record.

P76/10 PLANNING APPLICATIONS
The Committee considered a schedule of planning applications for weeks ending 31st December 2010, 7th January 2011 and 14th January 2011.
RESOLVED: The recommendations of Appendix ‘A’ are submitted to Tendring District Council.

P77/10 POUND FARM
Councillor Tyrer said she had been contacted regarding possible removal/pollarding of trees at Pound Farm and that the Principal Tree and Landscape Officer at Tendring District Council would like her to investigate. Councillor Tyrer decided it was not for her to intervene personally and she contacted the Conservation Officer, Mr P Hornby, who informed her that he is in communication with the owners/developers of Pound Farm and also that structural engineering reports are expected. Councillor Calver said he has asked Mr Hornby to keep Harwich Town
Council informed of developments at Pound Farm.

Councillor Calver said he knows the Principal Tree and Landscape Officer to be a very professional and experienced Officer and is very surprised that this Officer would ask Councillor Tyrer to investigate.

RESOLVED for the Acting Clerk to write to the Head of Planning at Tendring District Council concerning inappropriate recommendation by an Officer at Planning Services.

P78/10 TENDRING DISTRICT COUNCIL PLANNING NOTIFICATIONS
The Committee were informed that Planning Services at Tendring District Council will cease to include A4 acetate sheets with notifications of new applications from 1st April 2011 due to budgetary reductions being applied to expenditure.

Councillor Double suggested planning applications be obtained via a link to the Tendring District Council website and projected onto a screen using a laptop computer and projector. The necessary equipment will be borrowed for trial at the next Planning Committee meeting with a view to purchasing the Council’s own projector and equipment.

RESOLVED: To obtain information in this form from Planning Services and trial the method at the next meeting.

P79/10 HARWICH WIND PORT SUMMIT
Councillor McLeod said that the North Essex MP, Bernard Jenkin, did not extend an invitation to all members of Harwich Town Council to the recent Harwich Wind Port Summit. This is contrary to Mr Jenkin’s statement in the press as to how scrupulous he had been in ensuring all Harwich Councillors are invited when it appears the majority of Harwich Town Council members were not invited. Councillor Calver commented on the importance for all input to be gathered and recommends a letter be sent to Mr Jenkin with these comments.

RESOLVED: The Acting Clerk to write to Bernard Jenkin MP accordingly.

Councillor Payne informed the Committee that the planning application was approved for the memorial garden and erection of an armillary sphere in memory of those who lost their lives in the flood of 1953 and is awaiting formal consent to use the site from Tendring District Council.

P80/10 DATE OF NEXT MEETING
The next meeting of the Town Planning Committee will be held on 16th February 2011 at 6.30pm at the 1912 Centre, Cow Lane, Harwich.

The Chairman closed the meeting at 7.35 pm
