MINUTES of the Meeting of the PLANNING COMMITTEE
held at The 1912 Centre, Cow Lane, Harwich on Wednesday 18th May 2011 commencing at 6.30pm
Present: Councillors C Callender, R Callender, Calver, Day, Double, Flavell, I Henderson, J Henderson, King, McLeod, Morrisson, O’ Neill, Thurlow and Todd.

Also present: 5 members of the public and no members of the press
Mrs B Holbrook raised concerns over planning application 10/00591/FUL, which relates to the land adjacent to the Fryatt Hospital, in that the numbers of parking spaces proposed for the planned development are insufficient; and further mentioned that the parking at the hospital is also insufficient which would not help matters.

Councillor McLeod as member of TDC and Councillors R Callender and Day regarding application 11/00378/FUL.
P108/10 Minutes of the Last Meeting
Resolved that the minutes of the Town Planning meeting held on 19th April 2011 (previously circulated) be approved by the Committee and signed by the Chairman as a true record.
P109/10 Planning Applications
The Committee considered a schedule of planning applications for weeks ending 15th April, 22nd April, 29th April and 6th May 2011.
Resolved: Recommendations in Appendix ‘A’ be submitted to Tendring District Council.
P110/10 Variation Order 99/00030/TPO
Council noted a Formal Variation Order in relation to a Tree Preservation Order
P111/10 Date of Next Meeting
The next Town Planning meeting will be held on 8th June 2011 at venue to be confirmed.

HARWICH TOWN COUNCIL: Recommendations of the Planning Committee Meeting held on 18th May 2011
PLANNING APPLICATIONS REGISTERED BY TENDRING DISTRICT COUNCIL FOR:-
WEEK ENDING 15th APRIL
Reliant Building Contractors Ltd – Mr M Shibl
Erection of 14 dwelling houses, associated car parking, soft landscaping and construction of new vehicular access.
Suggestion to TDC not to progress with the application until neighbouring residents have been approached and given opportunity to raise concerns.
A.J. Woods Engineering Ltd – Mr Tony Woods
Change of use from parking of lorries and storage to storage, repair and sale of boats, marine equipment and shipping containers. Erection of up to three portacabin buildings for office use and storage.
No objection but note to TDC to consider parking shortage, which they had previously promised to address.

Proposed replacement ground and first floor extensions at side and rear of property.
No objection on the basis that it’s a like for like replacement.
Mr J Russell
Lombardy Poplar (T1) crown reduce by approximately 15% and crown clean.
No objection on the basis that it’s general maintenance.

Proposed development consisting of 76 bed care home, 13 bed supported living units and support facilities.
No objection on the understanding that TDC give consideration to the access/egress, location of bus stop and pedestrian crossing; and these issues are addressed to ensure a safe and viable project, along with a possible opportunity for an S106 Agreement to assist this.

Proposed single storey rear extension to form study and dining area.
