MINUTES OF THE MEETING OF HARWICH TOWN COUNCIL PLANNING COMMITTEE
HELD ON 24th NOVEMBER 2010 at 6.30pm
at 1912 CENTRE, COW LANE, HARWICH

P51/10 APOLOGIES FOR ABSENCE
Apologies for absence were received from Councillors B Howlett, M Gardner, P Burke, A Morrison and J Wares.

P52/10 DECLARATIONS OF MEMBERS’ INTERESTS
Councillors J Brown, D McLeod and D Rutson declared they are members of Tendring District Council’s Development and Control Committee. Councillor Payne declared a personal interest in Planning Application No. 10/01154/FUL as Chair of Governors at Harwich Community Primary School. Councillor Double declared a personal interest in Planning Applications Nos. 10/01251/FUL and 10/01252/FUL.

P53/10 MINUTES OF THE LAST MEETING
RESOLVED: that the minutes of the meeting held on 13th October 2010 (previously circulated) be approved by the Chairman and signed as a true record.

P54/10 PLANNING APPLICATIONS
The Committee considered a schedule of planning applications for weeks ending 29th October, 5th November and 12th November 2010.
RESOLVED: that the recommendations of Appendix ‘A’ are submitted to Tendring District Council.

P55/10 HAVEN GATEWAY, HARWICH QUAY IMPROVEMENTS
The Chairman confirmed a response from EDI on 23rd November 2010 outlining work and plans for improvements to Harwich Quay. The Chairman read two letters received from local fisherman expressing their concerns regarding the removal of loading/unloading facilities shown on the plans for the Harwich quay improvements.

Councillor Colbourne, speaking on behalf of County Councillor R Callender, gave assurances to members that use of parking permit scheme for use by fisherman was being looked into at Essex County Council Highways Department.

Councillor Payne stated that the letters from local fishermen highlighted further problems with parking at the quay and although everyone was supportive of a new scheme going ahead along the seafront, it is vitally important that a public consultation takes place.
RESOLVED: to write to EDI, copy to Essex County Council, requesting the proposal is not determined until meaningful discussions have taken place with Harwich Town Council and for questions to be allowed from members of the public.

P56/10 LOCAL DEVELOPMENT FRAMEWORK
Councillor Payne alerted members of certain information contained in the Local Development Framework. The Council RESOLVED: to write to Gary Guiver from Tendring District Council requesting an extension on the closing date 6th December 2010 and
invite him to the next planning meeting on 15th December 2010 at 6.00pm to allow comments to be made regarding the Local Development Framework.

P57/10 HUTCHISONS PORT PRESENTATION
Councillor J Brown informed members that District Councillors had been invited to attend a presentation from Hutchisons Port which lasts approximately 1½ hours and proposed that Harwich Town Council and Ramsey and Parkeston Council have a joint meeting to hear the proposals.
RESOLVED: for the Clerk to arrange a meeting at Long Meadows at a suitable date in January 2011.

P58/10 DATE OF THE NEXT MEETING
The next meeting of the Town Planning Committee will be held on 15th December, 2010 at 6.30pm at the 1912 Centre, Cow Lane, Harwich.

The Chairman closed the meeting at 7.45pm
