MINUTES OF THE MEETING OF HARWICH TOWN COUNCIL PLANNING COMMITTEE
HELD ON
5th AUGUST 2009 at 6.30pm
at THE 1912 CENTRE, COW LANE, HARWICH

Present: Councillor B Brown in the Chair

and B Howlett from 6.50pm

Also present: 1 member of the press and 7 members of the public.

Mrs B Holbrook referred to the former Harwich County Primary School and
asked if Harwich Town Council could help to get the site tidied up. Councillor
Callender advised that he has already requested for this to be done.

P25/09 APOLOGIES FOR ABSENCE
Apologies for absence were received from Councillors L Payne, A Morrison, A Colbourne, J Brown and S Henderson.

P26/09 DECLARATIONS OF MEMBERS’ INTERESTS
Councillor D McLeod declared he is a member of Tendring District Council’s Development and Control Committee.

P27/09 MINUTES OF THE LAST MEETING
RESOLVED: that the minutes of the meeting held on 15th July 2009 (previously circulated) be approved by the Chairman and signed as a true record.

P28/09 212-214 HIGH STREET, HARWICH: NEW SHOP FRONT
Ref. minute P20/09, members noted the response from Tendring District Council advising that the site will be visited and inspected to ascertain if there has been a breach of planning control.

P29/09 SURVEY ON PLANNING MATTERS
Further to minute P23/09, it was RESOLVED: that members will make their own individual response to Tendring District Council’s survey on planning matters.

P30/09 PLANNING APPLICATIONS
The Committee considered a schedule of planning applications for weeks ending 10th July, 17th July and 24th July 2009.
RESOLVED: that the recommendations of Appendix ‘A’ are submitted to Tendring District Council.
Ref: Application 09/00755/TPO: ‘The Committee wishes the tree to be retained if at all possible and felling should only be considered if there is no alternative, i.e. to prevent further damage to property with the decision to be made by the tree officer. Harwich Town Council requests that adjacent properties in Pelham Close are investigated to see if there is similar damage and the no decision to fell should be accepted unless this is the case. If the tree is lost, a replacement should
be planted.

P31/09 315 MAIN ROAD, HARWICH: BREACH OF PLANNING CONTROL
The Committee noted that an enforcement appeal by Public Inquiry has been lodged concerning the decision to issue an enforcement notice relating to the alleged breach of planning control: material change of use of a single dwelling house to two flats at 315 Main Road, Dovercourt, Harwich: Tendring District Council.

P32/09 2 & 4 CLIFF ROAD, DOVERCOURT, HARWICH
Members noted the formal revocation notice removing the legal protection from trees covered by the Tree Preservation Order at 2 & 4 Cliff Road, Dovercourt, Harwich.

P33/09 DATE OF THE NEXT MEETING
The next meeting of the Town Planning Committee will be held at 6.30pm on 26th August 2009 at The 1912 Centre, Harwich.
The Chairman closed the meeting at 7.08pm
