MINUTES OF THE SPECIAL MEETING held on 20th MAY 2010 at 11.00am
at THE ELECTRIC PALACE, KINGS QUAY STREET, HARWICH

Present: The retiring Mayor, Councillor J Wares, in the Chair at the commencement of the meeting
The Chairman, Councillor S Tyrer, in the Chair after election of Mayor
The Vice-Chairman, Councillor B Brown
Councillors: P Burke, J Brown, R Callender, G Calver, A Colbourne, M Gardner, D McLeod, S Henderson, A Morrison, D Rutson
The High Steward of Harwich, Mr C Strachan

The Clerk to the Council, Mrs S Anderson
The Assistant to the Clerk to the Council, Mrs L Keeley

Also present: 118 members of the public

13/10 ELECTION OF MAYOR
The Mayor called for nominations for Mayor for the forthcoming year. Councillor J Wares moved and Councillor A Colbourne seconded that Councillor S Tyrer be elected as Mayor of Harwich for the forthcoming year. The Mayor then called for any further nominations and there being none, councillors voted unanimously for Councillor Tyrer. RESOLVED: that Councillor S Tyrer be elected as Mayor of Harwich. The Mayor then made her Declaration of Acceptance of Office.

14/10 ELECTION OF DEPUTY MAYOR
The Mayor called for nominations for Deputy Mayor for the forthcoming year. Councillor S Tyrer moved and Councillor D Rutson seconded that Councillor B Brown be elected as Deputy Mayor of Harwich Town Council for the forthcoming year. The Mayor then called for any further nominations and there being none, councillors voted unanimously for Councillor B Brown. RESOLVED: that Councillor B Brown be elected as Deputy Mayor. Councillor B Brown signed his Declaration of Acceptance of Office.

15/10 APOLOGIES FOR ABSENCE
Apologies for absence were received from Councillors Double and Payne.

16/10 DECLARATIONS OF MEMBERS’ INTERESTS
None

17/10 MAYOR’S CHAPLAIN
The Mayor announced the appointment of Reverend Peter Mann as her Chaplain for the forthcoming year.

18/10 MAYOR’S THANKS FOR ELECTION
After retiring to robe, Councillor Tyrer returned thanks for her election as Mayor of Harwich. The Mayoress, Mrs Eileen Tyrer, was invested, by the Mayor, with her chain of office. The Mayoress gave her response and announced her chosen charities for the
forthcoming year.

19/10 VOTE OF THANKS TO THE RETIRING MAYOR AND MAYORESS
Councillor M Gardner moved and Councillor S Tyrer seconded that a sincere vote of thanks be accorded to the retiring Mayor and Mayoress for their services during their term of office. The motion was carried unanimously.

20/10 RESPONSE OF THE RETIRING MAYOR
Councillor J Wares replied to the vote of thanks and presented gifts to the Clerk to the Council, Mrs Susan Anderson, the Assistant to the Clerk to the Council, Mrs Lesley Keeley, Caretaker of the Guildhall, Mr Fraser Morrison and the retiring Mayoress, Mrs Helen Gardner in recognition of their support over the last year.

The Mayor closed the meeting at 11.25am.
