MINUTES OF THE ANNUAL STATUTORY MAYORMAKING MEETING held on 17th MAY 2012 at 11.00am at THE GUILDHALL, CHURCH STREET, HARWICH

Councillor J Thurlow, in the Chair after election of Mayor
Councillors: R Callender, G Calver, R Day, L Double, D Flavell,
M Fowler, J Henderson, D King, D McLeod, H Thompson, and A Todd

The High Steward of Harwich, Mr C Strachan
The Clerk to the Council, Mrs L Ballard
The Assistant Clerk to the Council, Mrs Michelle Townsend
Also present: 26 members of the public

Prayers were said by the Reverend P Mann

01/12 APOLOGIES FOR ABSENCE
Apologies for absence were received from Councillors C Callender, M Gibbins and I Henderson.

02/12 ELECTION OF MAYOR
The Mayor called for nominations for Mayor for the forthcoming year. Councillor L Double moved and Councillor G Calver seconded that Councillor J Thurlow be elected as Mayor of Harwich for the forthcoming year.

The Mayor then called for any further nominations and there being none, councillors voted unanimously for Councillor J Thurlow. RESOLVED: that Councillor J Thurlow be elected as Mayor of Harwich. The Mayor then made his Declaration of Acceptance of Office.

03/12 ELECTION OF DEPUTY MAYOR
The Newly-elected Mayor called for nominations for Deputy Mayor for the forthcoming year. Councillor G Calver moved and Councillor A Todd seconded that Councillor D McLeod be elected as Deputy Mayor of Harwich Town Council for the forthcoming year.

The Mayor then called for any further nominations and there being none, councillors voted unanimously for Councillor D McLeod. RESOLVED: that Councillor D McLeod be elected as Deputy Mayor. The Deputy Mayor then made his Declaration of Acceptance of Office.

04/12 MAYOR’S CHAPLAIN
The Mayor announced the appointment of Reverend Peter Mann as his Chaplain for the forthcoming year.

05/12 THE MAYORESS
After retiring to robe The Mayoress, Mrs Patricia Thurlow, was invested, by the Mayor, with her chain of office.

The Mayoress gave her response and announced her chosen charities for the forthcoming year.

06/12 APPOINTMENT OF OFFICER, COMMITTEES AND REPRESENTATIVES FOR THE FORTHCOMING YEAR
Councillor D Flavell moved and Councillor D King seconded that the appointment of Officer, Committees and Representatives for the ensuing year, as recommended by the Council at an informal meeting on 24th April 2012, be approved.
RESOLVED: To approve the appointments as listed in Appendix A.

07/12 MEETINGS OF THE COUNCIL
Councillor R Day moved and Councillor H Thompson seconded that the meetings of the Council, in accordance with Standing Orders 1-3, be approved.
RESOLVED: To agree council meetings appointments as listed in Appendix B.

08/12 VOTE OF THANKS TO THE RETIRING MAYOR AND MAYORESS
Councillor R Callender moved and Councillor R Day seconded that a sincere vote of thanks be accorded to the retiring Mayor and Mayoress for their services during their term of office.

09/12 RESPONSE OF THE RETIRING MAYOR
Councillor B Brown replied to the vote of thanks and gave recognition of the support received over the last year.

10/12 MAYOR’S THANKS FOR ELECTION
The Mayor retuned thanks for his election.

The Mayor closed the meeting at 11.25am
