MINUTES OF THE ANNUAL STATUTORY MAYOR MAKING MEETING held on 16th MAY 2013 at 11.00am
at THE GUILDHALL, CHURCH STREET, HARWICH

Present: The retiring Mayor, Councillor J Thurlow, in the Chair at the commencement of the meeting
Councillor D McLeod, in the Chair after election of Mayor
Councillor D King in her capacity of Mayoress
Councillors: R Calver, R Day, D Flavell, J Henderson, I Henderson,
A Todd, C Powell, P Morrison, B Brown
The High Steward of Harwich, Mr C Strachan
The Acting Clerk to the Council, Mrs M Townsend
The Clerk to the Council, Mrs L Ballard
The Assistant Clerk to the Council, Mrs K Mayhew
Also present: Also present:  38 members of the public and no press
Prayers Prayers were said by the Reverend P Mann
01/13 APOLOGIES FOR ABSENCE
Apologies for absence were received from Councillors M Fowler and H Thompson.
02/13 ELECTION OF MAYOR
The Mayor called for nominations for Mayor for the forthcoming year. Councillor G Calver moved and Councillor A Todd seconded that
Councillor D McLeod be elected as Mayor of Harwich for the forthcoming year.The Mayor then called for any further nominations and there being none, Councillors voted unanimously for Councillor D McLeod.
RESOLVED: that Councillor D McLeod be elected as Mayor of Harwich. The Mayor then made his Declaration of Acceptance of Office.
03/13 ELECTION OF DEPUTY MAYOR
The Newly-elected Mayor called for nominations for Deputy Mayor for the forthcoming year. Councillor I Henderson moved and Councillor C Powell seconded that Councillor A Todd be elected as Deputy Mayor of Harwich Town Council for the forthcoming year.
The Mayor then called for any further nominations and there being none, Councillors voted unanimously for Councillor A Todd.
RESOLVED: that Councillor A Todd be elected as Deputy Mayor. The Deputy Mayor then made his Declaration of Acceptance of Office.
04/13 MAYOR’S CHAPLAIN
The Mayor announced the appointment of Reverend Peter Mann as his Chaplain for the forthcoming year.
05/13 THE MAYORESS
The Mayoress, Councillor D King, was invested, by the Mayor, with her chain of office.
The Mayoress gave her response and announced her chosen charities for the forthcoming year, H&D Community Association, Dovercourt Stroke Club, Harwich Salvation Army and H&D Judo Club.
06/13 APPOINTMENT OF OFFICER, COMMITTEES AND REPRESENTATIVES FOR THE FORTHCOMING YEAR
Councillor P Morrison moved and Councillor R Day seconded that the appointment of Officer, Committees and Representatives for the ensuing year, as recommended by the Council at an informal meeting on 23rd April 2013, be approved.
RESOLVED: To approve the appointments as listed in Appendix A
07/13 MEETINGS OF THE COUNCIL
Councillor D Flavell moved and Councillor I Henderson seconded that the meetings of the Council, in accordance with Standing Orders 1-3, be approved.
RESOLVED: To agree Council meetings as listed in Appendix B..
08/13 VOTE OF THANKS TO THE RETIRING MAYOR AND MAYORESS
Councillor G Calver gave a sincere vote of thanks to the retiring Mayor and Mayoress for their services during their term of office
09/13 RESPONSE OF THE RETIRING MAYOR
Councillor J Thurlow replied to the vote of thanks and gave recognition of the support received over the last year.
10/13 MAYOR’S THANKS FOR ELECTION
The Mayor returned thanks for his election.

The Mayor closed the meeting at 11.35am
