MAYOR MAKING

MINUTES OF THE ANNUAL STATUTORY MAYOR MAKING MEETING held on
26th MAY 2011 at 11.00am
at THE GUILDHALL, CHURCH STREET, HARWICH

Present: The retiring Mayor, Councillor S Tyrer, in the Chair at the commencement of the meeting
Councillor B Brown, in the Chair after election of Mayor
Councillors: C Callender, R Callender, G Calver, R Day, L Double, D Flavell, I Henderson, J Henderson, D King, D McLeod, C O’Neill, H Thompson, J Thurlow and A Todd
The High Steward of Harwich, Mr C Strachan

The Clerk to the Council, Mrs L Ballard
The Deputy Clerk to the Council, Ms L Keeley

Also present: 30 members of the public

Prayers were said by the Reverend P Mann

01/11 APOLOGIES FOR ABSENCE
Apologies for absence were received from Councillor M Morrisson.

02/11 ELECTION OF MAYOR
The Mayor called for nominations for Mayor for the forthcoming year. Councillor R Callender moved and Councillor R Day seconded that Councillor B Brown be elected as Mayor of Harwich for the forthcoming year.

The Mayor then called for any further nominations and there being none, councillors voted unanimously for Councillor B Brown. RESOLVED: that Councillor B Brown be elected as Mayor of Harwich. The Mayor then made his Declaration of Acceptance of Office.

03/11 ELECTION OF DEPUTY MAYOR
The Newly-elected Mayor called for nominations for Deputy Mayor for the forthcoming year. Councillor L Double moved and Councillor G Calver seconded that Councillor J Thurlow be elected as Deputy Mayor of Harwich Town Council for the forthcoming year. The Mayor then called for any further nominations and there being none, councillors voted unanimously for Councillor J Thurlow. RESOLVED: that Councillor J Thurlow be elected as Deputy Mayor. Councillor J Thurlow
made his Declaration of Acceptance of Office.

04/11 MAYOR’S CHAPLAIN
The Mayor announced the appointment of Reverend Peter Mann as his Chaplain for the forthcoming year.

05/11 MAYOR’S THANKS FOR ELECTION
After retiring to robe, Councillor B Brown returned thanks for his election as Mayor of Harwich.
The Mayoress, Mrs Eleanor Brown, was invested, by the Mayor, with her chain of office.
The Mayoress gave her response and announced her chosen charities for the forthcoming year.

06/11 APPOINTMENT OF OFFICER, COMMITTEES AND REPRESENTATIVES FOR THE FORTHCOMING YEAR
Councillor L Double moved and Councillor I Henderson seconded that the appointment of Officer, Committees and Representatives for the ensuing year, as recommended by the Council at an informal meeting on 18th May 2011, be approved.
RESOLVED: To approve the appointments as listed in Appendix A.

07/11 MEETINGS OF THE COUNCIL
Councillor L Double moved and Councillor I Henderson seconded that the meetings of the Council, in accordance with Standing Orders 1-3, be approved.
RESOLVED: To agree council meetings appointments as listed in Appendix B.

08/11 VOTE OF THANKS TO THE RETIRING MAYOR AND MAYORESS
Councillor B Brown moved and Councillor R Callender seconded that a sincere vote of thanks be accorded to the retiring Mayor and Mayoress for their services during their term of office.

09/11 RESPONSE OF THE RETIRING MAYOR
Councillor S Tyrer replied to the vote of thanks and presented gifts to the Clerk to the Council, Mrs Lucy Ballard, the Deputy Clerk to the Council, Ms Lesley Keeley, Caretaker of the Guildhall, Mr Fraser Morrison, the retiring Mayoress, Mrs Eileen Tyrer and her father, in recognition of their support over the last year.

The Mayor closed the meeting at 11.38am.
