MINUTES OF THE MEETING OF HARWICH TOWN COUNCIL

Present: The Mayor, Councillor J Wares, in the Chair

PUBLIC QUESTION TIME:
Mrs Joan Cooper raised her concerns regarding a lack of shops and facilities in
Harwich and Dovercourt and, in particular, in the area close to Gravel Hill Way.
The Mayor thanked Mrs Cooper for her comments.

24/09 APOLOGIES FOR ABSENCE
Apologies for absence were received from Councillors M Gardner,
D McLeod and B Howlett. No apologies were received from
Councillor A Morrison.
25/09 DECLARATIONS OF MEMBERS’ INTERESTS
None.
26/09 MAYOR’S ANNOUNCEMENTS
The Mayor gave details of engagements she has recently undertaken.
27/09 MINUTES OF THE LAST MEETINGS
RESOLVED: that the minutes of the meetings of the Town Council
held on 13th May and 21st May 2009 (previously circulated) be
approved by the Chairman and signed as a true record.
28/09 450th ANNIVERSARY OF VISIT TO HARWICH BY QUEEN ELIZABETH I
Reference minute 162/07, Councillor Calver asked if the Council still
supports the suggestion to commemorate the 450th Anniversary of the
visit to Harwich by Queen Elizabeth I and, if so, requested that the

Mayor call a meeting of the established Working Party.
RESOLVED: to call a meeting of the Working Party.
29/09 COUNCIL MEETING AT THE HARWICH SCHOOL
Further to minute 05/09, members considered holding a meeting of the
Full Council at the Harwich School.
RESOLVED: Councillor Rutson to contact the Harwich School to
confirm the matter and, on receipt of a formal request, the Clerk is to
investigate setting up a meeting to be held at the school.
30/09 HOOK OF HOLLAND EXCHANGE VISIT
a) Members considered the claim for expenses made by Councillor
Rutson following the recent visit to the Hook of Holland Council.
RESOLVED: to arrange for a formal investigation of the claim.
b) Members considered the report of the Working Party meeting held
on 15th June 2009 and noted that Mr Paddy Roomer of the Hook of
Holland council has deferred his visit to Harwich until 14th July.
31/09 GROUP VISIT TO THE GUILDHALL – THE HARWICH SOCIETY
RESOLVED: to welcome the group visit to be hosted by The Harwich
Society.
Councillor Calver advised members that Mr Andy Rutter of the
Harwich Society had recently been involved in a car accident.
RESOLVED: to send a get well message to Mr Rutter from Harwich
Town Council.
32/09 PROJECTS IDENTIFIED IN RETIRING MAYOR’S SPEECH
A member raised concerns that projects identified in the retiring
Mayor’s speech had not, at any stage, been discussed by Harwich
Town Council.
RESOLVED: to contact Mr Tom Daly with an invitation to talk to
Harwich Town Council regarding the proposal to build a replica of the
Mayflower. FURTHER RESOLVED: to write to Essex County
Council to advise that the suggested new Community Centre at the
Mayflower School site is not a Harwich Town Council project but that
the Council would be interested in discussing it together with any other
proposed sites.
33/09 HARWICH MEMBER OF PARLIAMENT: CONSTITUENCY NEWSLETTER
A member raised concerns that the constituency newsletter of Mr
Douglas Carswell, the Member of Parliament for Harwich, had not
been circulated in Harwich. RESOLVED: to write the MP advising
that the latest constituency newsletter has not been delivered in the

town of Harwich and to ask for this to be done as soon as possible.
34/09 BRIEF REPORTS OF MEMBERS
The Mayor, Councillor Jacky Wares, advised that she has recently
attended a meeting of the Crime Prevention Panel where the
Community Payback scheme regarding people on probation was
discussed.
35/09 ACCOUNTS
a) Payments and receipts, current balances, financial activity against
budgets and earmarked funds were noted.
RESOLVED: to authorise payments as listed in Appendix A.
b) The Annual Return for the year-end March 2009 was considered.
RESOLVED: to agree the Annual Return.
c) The Internal Audit dated 28th May 2009 was noted.
36/09 LOCAL DEVELOPMENT FRAMEWORK (LDF) LEAFLETS
Members noted that the following have recently been adopted and will
eventually form a small part of the Council LDF:
1) The Statement of Community Involvement
2) The Supplementary Planning Document on Open Space
3) Local Development Scheme
37/09 DATE OF THE NEXT MEETING
The next meeting of Harwich Town Council will be held on
Wednesday 5th August 2009 at The 1912 Centre, Harwich at 7.00pm,
or at the rise of the Town Planning Committee, whichever is the later.
The Chairman closed the meeting at 8.34pm.
