MAYOR MAKING MINUTES OF THE SPECIAL MEETING held on 21st MAY 2009 at 11.00am
at THE 1912 CENTRE, COW LANE, HARWICH
Present: The retiring Mayor, Councillor D Rutson, in the Chair at the
commencement of the meeting
The Chairman, Councillor J Wares, in the Chair after election of
Mayor
The retiring Deputy Mayor, Councillor J Brown
The Vice-Chairman, Councillor S Tyrer
Councillors: A Morrison, L Double, G Calver, A Colbourne,
R Callender, D McLeod, S Henderson, L Payne, P Burke
and M Gardner
The High Steward of Harwich, Mr C Strachan
The Clerk to the Council, Mrs E Novorol
The Assistant Clerk to the Council Mrs S Anderson
Also present: 3 members of the press and 51members of the public
Prayers were said by the Reverend E Lammens
16/09 ELECTION OF TOWN MAYOR
The Mayor called for nominations for Mayor for the forthcoming year.
Councillor Gardner moved and Councillor Tyrer seconded that
Councillor Wares be elected as Mayor of Harwich for the forthcoming
year.
The Mayor then called for any further nominations and there being
none, councillors voted unanimously for Councillor Wares.
RESOLVED: that Councillor Wares be elected as Mayor of Harwich.
The Mayor then made her Declaration of Acceptance of Office.
17/09 ELECTION OF DEPUTY MAYOR
The Mayor called for nominations for Deputy Mayor for the
forthcoming year. Councillor Wares moved and Councillor Gardner
seconded that Councillor Tyrer be elected as Deputy Mayor of Harwich
for the forthcoming year.
The Mayor then called for any further nominations and there being
none, councillors voted unanimously for Councillor Tyrer.
RESOLVED that Councillor Tyrer be elected as Deputy Mayor.

Councillor Tyrer then made her Declaration of Acceptance of Office.
18/09 APOLOGIES FOR ABSENCE
Apologies for absence were received from Councillors B Howlett and
B Brown
19/09 DECLARATIONS OF MEMBERS’ INTERESTS
None
20/09 MAYOR’S CHAPLAIN
The Mayor announced the appointment of Reverend Erwin Lammens
as her Chaplain for the forthcoming year.
21/09 MAYOR’S THANKS FOR ELECTION
After retiring to robe, Councillor Wares returned thanks for her
election as Mayor of Harwich.
The Mayoress, Mrs Helen Gardner, was invested, by the Mayor, with
her chain of office.
The Mayoress gave her response and announced her chosen charities
for the forthcoming year.
22/09 VOTE OF THANKS TO THE RETIRING MAYOR AND MAYORESS
Councillor S Henderson moved and Councillor P Burke seconded that
a sincere vote of thanks be accorded to the retiring Mayor and
Mayoress for their services during their term of office.
The motion was carried unanimously.
23/09 RESPONSE OF THE RETIRING MAYOR
Councillor D Rutson replied to the vote of thanks and presented a gift
to the Caretaker of the Guildhall, Mr Fraser Morrison and bouquets of
flowers to the Clerk to the Council, Mrs Elaine Novorol, the Assistant
Clerk to the Council, Mrs Susan Anderson, Mrs Hazel Colbourne and
the retiring Mayoress, Mrs Muriel Rutson in recognition of their
support over the last year.
The Mayor closed the meeting at 11.25am.
