ANNOUNCEMENTS
The Mayor gave details of engagements undertaken since
the last meeting.
114/07 MINUTES RESOLVED: that the minutes of the meeting held on the
14th November 2007 (previously circulated) be approved
by the Chairman and signed as a true record.
115/07 RHYME AGAINST
CRIME
Councillor Calver advised the meeting of £180 left in the
fund after the closure of the Rhyme Against Crime
initiative. RESOLVED: to forward the £180 to the
Crime Prevention Panel.

116/07 ENVIRONMENT AND
HIGHWAYS
COMMITTEE
Councillor D Rutson presented the minutes of the
meeting held on 28th November 2007. Reference minute
E39/07 – People’s Garden, a member asked the Chairman
why he had not supported this scheme with the District
Council and requested confirmation that he would
support this project when the opportunity next arose. The
Chairman responded that he would make that decision
when necessary.
RESOLVED: that the minutes be adopted.

COMMITTEE
Councillor B Howlett presented the minutes of the
meeting held on the 5th December 2007.
RESOLVED: that the minutes be adopted.

COMMITTEE
MEETING
Councillor Calver presented the minutes of the meeting
held on 5th December 2007.
RESOLVED: that the minutes be adopted.
119/07 FINANCE AND
GENERAL PURPOSES
COMMITTEE
Councillor Wares presented the minutes of the meeting
held on 5th December 2007. Reference F47/07: the
Mayor left the meeting and the Deputy Mayor took the
Chair. A member raised concerns regarding the content
of a letter published in the local newspaper stating that
the Labour group had voted against a grant to the Ark
Centre.
The Chairman of the committee was asked to confirm the
accuracy of the minute and did so. A member then
requested that the author of the letter publish a retraction
and apology as its content was a contradiction of the
agreed minute. The Mayor returned to the meeting and
took the chair.
RESOLVED: that the minutes be adopted
120/07 GRANT FUNDING Motion pursuant to Standing Order 18:
Proposal that Harwich Town Council resolves to continue
supporting groups, charities and organisations through
the scope and direction of the Local Government Acts in
the Harwich Town area only.

121/07 OPEN SPACE AUDIT IN
SUPPORT OF LOCAL
PLAN
A request from Tendring District Council for comments
by 31st January, 2008, on the open space audit in support
of the local plan was noted.
122/07 FRIENDS OF HISTORIC
ESSEX
RESOLVED: to offer free use of the Guildhall to
Friends of Historic Essex for their A.G.M.

123/07 FINANCIAL UPDATE Payments and receipts, current balances, financial activity
against budgets and earmarked funds were noted.
RESOLVED: to authorise payments as listed.
124/07 INTERNAL AUDIT The Internal Auditor’s report was noted.
125/07 THE LICENSING ACT
2003
Application for variation of premises licence for
Al Fresco, 32 Kingsway, Dovercourt was noted.
126/07 NEW DEVELOPMENT
STANTON EURO PARK
ROAD NAMES
Suggestions for road names of Bridge Street, Springwell
Close and Braybrooke Close to be allocated at the new
development at Stanton Euro Park were considered.
RESOLVED: to write to Tendring District Council
suggesting Jamestown, Williamsburg and Yorktown as
road names due to the link with last year’s 400th
anniversary of the first European settlement in Virginia
by Harwich seaman, Christopher Newport.

CRIME
A letter of thanks regarding the Rhyme Against Crime
initiative, from Two Village Church of England VC
Primary School, was noted.
128/07 LETTER FROM
EXECUTIVE LEADER
OF TENDRING
A letter from Mr David Lines, Executive Leader of
Tendring District Council, thanking the Mayor for
organising a tour of Harwich and Dovercourt was noted.
129/07 STRATEGIC HOUSING
MARKET ASSESSMENT
Notification, from Tendring District Council, of a
stakeholder workshop to be held at 7.00 pm on 24th
January, 2008 at the Council Chamber, Weeley was
noted.
130/07 TEEN TALK The meeting was advised that Teen Talk will be holding
its AGM at the centre in Cliff Road on 30th January 2008
at 6.00pm.
131/07 MRS MOLLY
BLEAKLEY
A letter from Mrs Molly Bleakley, thanking the council
for the paperweight presented in recognition of Bill’s
term of office as a Harwich Town Councillor, was read to
the meeting.
RESOLVED: to place the letter in the town archive.
