Councillor Henderson declared a personal interest in item 15g: The Licensing Act 2003.

111/05 MAYOR’S ANNOUNCEMENTS
The Mayor gave details of engagements undertaken since the last meeting.

112/05 MINUTES
RESOLVED: that the minutes of the meeting held on the 28th February 2006 (previously circulated) be approved by the Chairman and signed as a true record.

113/05 FUTURE OF REGENERATION OF EAST WARD
100/05 Response from Tendring District Council noted.

114/04 FRIENDS OF THE EARTH: UPGRADING OF THE A120
101/05 The Assistant to the Clerk advised members that no response had been received from Friends of the Earth
RESOLVED: write to Friends of the Earth again.

115/05 SKATE PARK
104/05 Request for lighting from the Police Community Support Team.
The Committee were advised that Tendring District Council had responded to the request and
stated that the facility is the responsibility of Harwich Town Council. Police CommunitySupport
Team have suggested that some of the youngsters regularly using the facility would like to try
fund raising.
RESOLVED: to request that Tendring District Council provide a breakdown of
costs and expenditure regarding skatepark facilities at Frinton, Clacton and Harwich together
with details of who meets these costs. FURTHER RESOLVED: to contact PC Latchford and
suggest and an informal meeting regarding fundraising.

116/05 BATHSIDE BAY
Councillor Calver confirmed that the government had today granted full approval for the Bathside Bay development to go ahead.
RESOLVED: to write to Hutchinson Port UK and offer Harwich Town Council’s support and wish to liaise in the future.

117/05 CRUISE SHIPS
The Council were advised that 61 cruise ships are expected to visit Harwich over the coming months. It was suggested that walking tours of the town and and visits to the Guildhall could be arranged to coincide with some of these.
RESOLVED: to contact Harwich International Port to confirm dates of cruise ships.

118/05 OVERVIEW AND SCRUTINY WORK PROGRAMME 2006/7
Information from Tendring District Council noted. Councillor Bleakley agreed to put forward suggestions to the committee on behalf of Harwich Town Council.

119/05 FINANCE AND GENERAL PURPOSES COMMITTEE
Councillor Brand presented the minutes of the meeting held on 8th March 2006. RESOLVED: that the minutes be resolved.

120/05 HILL SCHOOL COMMITTEE
Councillor Morrison presented the minutes of the meeting held on 15th March 2006. RESOLVED: that the minutes be adopted.

121/05 BRIEF REPORTS OF MEMBERS

122/05 FINANCE – PAYMENT OF ACCOUNTS
The Petty Cash expenditure list was presented for consideration by members. RESOLVED: that the Accounts Appendix ‘A’ is approved.

123/05 JAMESTOWN 2007
Request by Councillor Thurlow for assistance from Harwich Town Council with celebrations to mark the 400th anniversary of the Jamestown settlement was noted.
RESOLVED: to allow use of the Guildhall on 22nd July 2006 by The Harwich Society together with the presentation of a Commemorative Plaque .

124/05 PARISH PATHS PARTNERSHIP SCHEME
Information received from Tendring District Council was noted.

125/05 MEMORIAL SERVICE CAPTAIN FRYATT
Councillors were given information and it was RESOLVED: to ask the contact in Belgium to confirm details of the service, the reception and the numbers from Harwich Town Council being invited.

126/05 HARWICH and DISTRICT PENSIONERS’ ASSOCIATION
A Request for Councillor Thurlow to act as representative was noted.
RESOLVED: to write to the Association and confirm acceptance of their request.

127/05 THE LICENSING ACT 2003
Application for grant of premises licence for Café on the Pier, Ha’penny Pier, The Quay, Harwich was noted.

128/05 EXCLUSION OF PUBLIC AND PRESS
RESOLVED: that pursuant to Section 1 of Public Bodies (Admission to Meetings) Act 1960, the meeting is closed to the press and public for the transaction of the undermentioned business: Part ‘B’ Announcement by the Deputy Mayor, Councillor J Thurlow.
