03/06 MAYOR’S ANNOUNCEMENTS
The Mayor gave details of engagements undertaken since the last meeting.
04/06 MINUTES
RESOLVED: that the minutes of the meetings held on the 29th March 2006 and 10th May 2006 (previously circulated) be approved by the Chairman and signed as a true record, except to insert Councillor Rutson as being present and change day from Tuesday to Wednesday on the latter.
05/06 FRIENDS OF THE EARTH
Further to minute 140/05, communication from Friends of the Earth was noted although no response to Harwich Town Council’s requests has been received.
RESOLVED: to write to Mary Edwards of Friends of the Earth and ask them to advise Harwich Town Council why they` oppose the upgrading of the A120.
06/06 SKATEPARK
Further to minute 141/05, details of funding of the Clacton Skatepark were noted.
RESOLVED: to write to Tendring District Council requesting an immediate review into the manner in which they allocate skatepark funding to ensure that support for the Harwich facility is the same as that in Clacton. Also, to request that they enhance the area at Harwich to bring the standard up to that of the Clacton Skatepark.
07/06 GRASS AREAS BETWEEN THE LOW LIGHTHOUSES AND CLIFF PARK
Councillors were advised that the grass between the low lighthouses and Cliff Park had been left uncut for too long and was unsightly.
RESOLVED: to write to Tendring District Council and request that the grass is cut on a regular basis.
08/06 ALLOTMENTS COMMITTEE
Councillor Mcleod presented the minutes of the meeting held on 30th May 2006.
RESOLVED: that the minutes be adopted.
09/06 COX’S POND
Councillors were informed of the poor condition of the pond and the low level of the water. Subject to the Local Government Act 1972 and supporting case law, a council cannot lawfully decide any matter not specified on the agenda. The Chairman agreed to take the item and it was RESOLVED: to write to Tendring District Council regarding the poor condition of the pond and the low level
of water and request that they investigate.
10/06 CAPTAIN FRYATT EXHIBITION
Judy Luckett, daughter of Captain Fryatt, will be visiting the exhibition at the Guildhall on 9th July 2006.
RESOLVED: to award a Town Plaque to Ms Luckett.
11/06 BRIEF REPORTS OF MEMBERS
A member of Harwich Town Council raised concerns regarding the poor state of the roads in the town.
RESOLVED: to write to Essex County Council and ask them what is happening regarding repairs and resurfacing.
12/06 ANNUAL ACCOUNTS
a) The Annual Accounts 2005/2006 were considered and it was RESOLVED: to adopt the accounts.
b) The Internal Auditors Report was considered.
RESOLVED: to report that the comment regarding Petty Cash and VAT was not appropriate.
c) Annual Return for Year End March 2006 was noted
RESOLVED: to agree and send out.
13/06 FINANCIAL UPDATE

14/06 THANKS FROM RECIPIENTS OF GRANT FUNDING
Letters of thanks from Home Start, Teentalk and Coastal Soundwaves were read out.
15/06 HEALTH CLINIC SITE
A discussion regarding the issue of ownership of the access land took place.
RESOLVED: to move the item to the Finance and General Purposes Committee and for Councillor Double to initiate discussions with the developer’s agent.
