60/05 PRAYERS
The Mayor’s Chaplain said prayers.

61/05 MAYOR’S ANNOUNCEMENTS
The Mayor gave details of engagements undertaken since the last meeting.

62/05 MINUTES
RESOLVED: that the minutes of the meeting held on the 11th October 2005 (previously circulated) be approved by the Chairman and signed as a true record.

63/05 STANDING ORDERS AND FINANCIAL REGULATIONS
RESOLVED: that the Mayor would arrange a meeting for the working party on public speaking at council meetings.

64/05 BATTLE OF TRAFALGAR COMMEMORATION
Councillors noted that the collection at the Church commemoration service totalling £152 had been sent to the Royal Naval Benevolent Fund.

65/05 DOVERCOURT SEA FRONT
Concerns were raised about the possibility of existing leisure land between Beach Road and West End lane being lost to property developers in the future.
RESOLVED: to write to Tendring District Council to ask for a guarantee that they will protect and enhance, where or when possible, the existing leisure land between Beach Road and West End lane, for the benefit of residents and tourists alike.

66/05 HILL SCHOOL COMMITTEE
Councillor Markham-Lee presented the minutes of the meeting held on 1ST November 2005.
RESOLVED that the minutes be adopted including the recommendations therein.

67/05 FINANCE AND GENERAL PURPOSES COMMITTEE

HARWICH AMATEUR BOXING CLUB
PRECEPT 2006/2007
Councillor Double presented the minutes of the meeting held on 9th November 2005. RESOLVED that the minutes be adopted including the recommendations therein, apart from the following:

F47/05 The Royal British Legion
Councillors Calver and Thurlow declared a personal interest.
Members considered the accounts of the Royal British Legion for their financial year ended september 2004 and
RESOLVED: s137 grant funding of £1000 towards refurbishment and disabled toilet facilities for the Royal British Legion Hall.

F48/05 The Harwich Society
Councillors Bleakley and Markham-Lee declared a personal interest.
RESOLVED: the clerk to write to the Harwich Society asking for more specific and up to date information regarding their accounts, which will be used to consider future requests for grant funding.

F51/05 Harwich Amateur Boxing Club
RESOLVED: s137 grant funding up to £500 to cover any shortfall from the forthcoming boxing tournament.

F54/05 Precept 2006/2007
RESOLVED: to refer this matter back to the Finance and General Purposes Committee to finalise precept figures. It was further RESOLVED that full authority be delegated to the Finance and General Purposes Committee to set the precept providing that there were no changes to the actual
budget figures as laid before the Council today.

68/05 BRIEF REPORTS OF MEMBERS
Councillor Ford gave a report on the Crime Prevention Panel, the Merchant Navy Welfare Board and The Harwich Festival Society.
Councillor Rutson gave a report on the Regeneration of Tendring meeting.
Councillor Markham Lee gave a report on the Henry Smith Charity
Councillor Henderson gave a report on the Single Homeless Forum

69/05 FINANCE – PAYMENT OF ACCOUNTS
The Payment of Account as listed (including the Petty Cash) was presented for consideration by members.
RESOLVED: that the Accounts shown on the attached Appendix ‘A’ and Appendix ‘B’ be approved.

70/05 TENDRING DISTRICT ASSOCIATION OF LOCAL COUNCILS
RESOLVED: to approve payment of the annual affiliation fee of £24.

71/05 STANDARDS COMMITTEE – APPOINTMENT OF PARISH MEMBER
RESOLVED: to nominate Councillor McLeod.

72/05 THE LICENSING ACT 2003
Councillor Henderson and Councillor Markham Lee declared an interest.

73/05 EXCLUSION OF PUBLIC AND PRESS
RESOLVED: that pursuant to Section 1 of Public Bodies (Admission to Meetings) Act 1960, the meeting is closed to the press and public for the transaction of the undermentioned business:
Approval of Part ‘B’ minutes of the Finance and General Purposes Committee meeting date 9th November 2005.
