15/05 PRAYERS
Prayers were said by Canon Stephen Hardie.

16/05 THANKS TO CANON HARDIE
The Mayor presented a Harwich Town Council paperweight to Canon Stephen Hardie as thanks for all of his hard work and dedication to Harwich Town Council over the past 13½ years.

17/05 MAYOR’S ANNOUNCEMENTS
The Mayor and Deputy Mayor gave details of engagements undertaken since the last meeting.

18/05 MINUTES
RESOLVED: that the minutes of the meeting held on the 7th June 2005 (previously circulated) be approved by the Chairman and signed as a true record.

19/05 DOVERCOURT CEMETERY
A letter received from Tendring District Council was noted.
RESOLVED: to write to Tendring District Council enquiring as to why the cemetery should be closed at any period of time and that Harwich Town Council feel that it should not close for any reason unless it is absolutely necessary.

20/05 NEW BUS ROUTE – DOVE CRESCENT
A letter received from Essex County Council was noted.

21/05 A120 ROAD IMPROVEMENTS RESPONSE FROM HUTCHISON PORTS
A letter received from Hutchison Ports was noted.

22/05 TRAFALGAR WEEKEND CELEBRATIONS
The Mayor updated the Committee on the arrangements for the forthcoming Trafalgar Weekend Celebrations as follows:-
A church service is to be held at St Nicholas Church on Sunday 23rd October with bell ringers present. The beacon is to be lit (awaiting confirmation from The Harwich Society) and hopefully a band will be playing in the bandstand after the Church service.

23/05 LICENSING ACT 2003 – KINGS ARMS
Noted.

24/05 NEW STANDING ORDERS AND FINANCIAL REGULATIONS
RESOLVED: that the Clerk gives a presentation at the end of next Planning meeting for changes to be adopted at following Full Council Meeting.

25/05 BEACH HUTS
Councillor Calver and Councillor Ford declared an interest.
Councillor Ford left the room.
Councillors were made aware of the proposed rental charges for the new beach huts which are to be £1200 per annum.
RESOLVED: to write to TDC to obtain information with regards to these proposals.

26/05 DOVERCOURT BEACH
Councillors were made aware that a national online travel company has listed Dovercourt beach as the 9th best beach in the United Kingdom.
RESOLVED: to write to Tendring District Council, the Tourist Information Centre and the East
of England Tourist Board to make them aware of this and to further promote Dovercourt Beach.

27/05 GUILDHALL COMMITTEE
Councillor Calver presented the minutes of the meeting held on 13th June 2005.
RESOLVED that the minutes be adopted.

28/05 FINANCE AND GENERAL PURPOSES COMMITTEE
Councillor Double presented the minutes of the meeting held on 20th June 2005. RESOLVED that the minutes be adopted which includes the Annual Return and the Council’s accounts as detailed on Section 1 of the return and the Statement of Assurance as detailed on Section 2.

29/05 BRIEF REPORTS OF MEMBERS
The Deputy Mayor, Councillor Thurlow gave a report on the Veterans Day held on 10th July 2005 and the Age Concern VE day celebrations.
Councillor Markham-Lee gave a report on the Museums in Essex Meeting held in Braintree.

30/05 FINANCE – PAYMENT OF ACCOUNTS
The Payment of Account as listed was presented for consideration by members. RESOLVED: that the Accounts shown on the attached Appendix ‘A’ and Appendix ‘B’ be approved.

31/05 TRANSFER OF JUSTICES LICENCE – THE SIGN OF THE BEAR 11 KINGS QUAY STREET HARWICH
Noted.

32/05 THE LICENSING ACT 2003
Councillor Henderson and Councillor Markham Lee declared an interest and left the meeting.
Applications received from The Billy Freehouse West Street Harwich, The Stingray Freehouse Church Street Harwich and the United Services Club Main Road Harwich regarding extension of opening hours were noted.

The Chairman closed the meeting at 8.35pm.
