MINUTES OF THE MEETING OF HARWICH TOWN COUNCIL FINANCE AND GENERAL PURPOSES COMMITTEE
HELD at the GUILDHALL, HARWICH
on 16th JUNE 2011 at 7.00pm

F001/11 APPOINTMENT OF VICE-CHAIRMAN
Members put forward nominations for a Vice-Chair for the F&GP Committee and RESOLVED to elect Cllr H Thompson for the Municipal year 2011/12.

F002/11 APOLOGIES FOR ABSENCE
Apologies were received from Councillors Day and Henderson.

F003/11 DECLARATIONOF MEMBERS’ INTERESTS
None.

F004/11 MINUTES OF THE LAST MEETING
RESOLVED: that the minutes of the meeting held on 18th November 2010 (previously circulated) be approved by the Chairman and signed as a true record.

F005/11 BANKING ARRANGEMENTS
Members discussed the appropriateness of online banking and for the Council’s finances and Debit card for drawing cash or making online payments. Security of this option was also discussed.
RESOLVED: That online banking and a debit card would facilitate smoother financial transactions and the Clerk will liaise with the bank to arrange this.

F006/11 CARETAKER’S HEATING/WATER CONTRIBUTION
The Chair informed members of a monthly contribution that is made, by the resident caretaker, towards the cost of the Gas bill.
RESOLVED: For the Clerk to monitor current contribution against overall cost incurred and report back at a future meeting of the F&GP Committee, when the Budget will be discussed.

F007/11 1ST/2ND PARKESTON SCOUT GROUP
Members discussed a request for grant funding as a contribution towards the cost of refurbishment of kitchen.
RESOLVED TO RECOMMEND: to grant s.137 funding of £500 (10% of the likely overall cost)

F008/11 UPPER DOVERCOURT METHODIST CHURCH
Members discussed a request for grant funding of £1000 towards the cost of repairing the south side of the church.
RESOLVED TO RECOMMEND: to grant s.137 funding of £500.

F009/11 HARWICH SHANTY FESTIVAL
Members discussed a request for grant funding of £500 towards printing costs in relation to the Shanty Festival.
RESOLVED TO RECOMMEND: to grant s.137 funding of £500.

F010/11 MONDAY GROUP AND TUESDAY GROUP
Members discussed a request for grant funding of £150 towards the costs of providing a minibus to undertake outings.
RESOLVED TO RECOMMEND: to grant s.137 funding of £150.

F011/11 HARWICH ROYAL BRITISH LEGION BRASS BAND
Members discussed a request for grant funding of £500 towards the costs the band attending the 2011 National Brass Band Championships.
RESOLVED TO RECOMMEND: to grant s.137 funding of £500.

F012/11 VICTIM SUPPORT
Members discussed a letter received requesting a contribution towards the on-going development of their work. Concerns were raised about whether their work was of significant support to Harwich and its
residents as per the HTC Grant-making Policy.
RESOLVED TON RECOMMEND: to refuse request on the basis that it is not HTC policy to support circular requests.

F013/11 DATE OF NEXT MEETING
The next meeting of the Finance and General Purposes Committee will be held on a date to be agreed in September 2011 at The Guildhall, Church Street, Harwich at 7pm.

The Chairman closed the meeting at 7.45pm
