MINUTES OF THE MEETING OF HARWICH TOWN COUNCIL FINANCE AND GENERAL PURPOSES COMMITTEE
HELD at the PARK PAVILION, HARWICH
on 8th SEPTEMBER 2010 at 6.30pm

F15/10 APOLOGIES FOR ABSENCE
Apologies for absence were received from Councillors B Brown, Burke, Double and Rutson.

F16/10 DECLARATIONS OF MEMBERS’ INTERESTS
Councillor Payne declared a personal interest in Minute 21/10 and stated he would not take part in the debate or vote on this item. Councillor Calver declared a personal interest in Minute 22/10.

F17/10 MINUTES OF THE LAST MEETING
RESOLVED: that the minutes of the meeting held on 23rd June 2010 (previously circulated) be approved by the Chairman and signed as a true record.

F18/10 TEEN TALK
Request for grant funding of £15,000 towards the running costs of a Drop-in Programme.
RESOLVED TO RECOMMEND: to grant s.137 funding of £10,000

F19/10 HARWICH AND DISTRICT RAIL SOCIETY
Request for grant funding of £200 toward costs of 15th bi-annual Railway Exhibition on 19th February 2011.
RESOLVED TO RECOMMEND: to grant s.137 funding of £200.

F20/10 HARWICH TOURIST INFORMATION CENTRE
Request for a portion of the awarded grant for 2010/2011.
RESOLVED TO RECOMMEND: to grant s.137 funding of £1666.66.

F21/10 THE ARK FAMILY RESOURCE CENTRE
Request for £9,500 to meet growing demand for outreach support.
RESOLVED TO RECOMMEND: to grant s.137 funding of £6,000 on condition that the rest of funding is in place first.

Councillor Payne abstained from voting.

F22/10 THE HARWICH SOCIETY
Request for £248.50 to meet part of the costs to erect a sign in Cliff Park Dovercourt explaining the outline of the old Cliff House.
RESOLVED TO RECOMMEND: to grant s.137 funding of £248.50.

F23/10 HARWICH AND DISTRICT CRIME PREVENTION PANEL
An emergency item received from the Harwich and District Crime Prevention Panel for £250 to fund prizes, rosettes, shield and cup engraving for the Harwich and District Primary Schools Garden Competition.
RESOLVED TO RECOMMEND: to grant s.137 funding of £250.

F24/10 FINANCIAL REGULATIONS – APPENDIX
In accordance with financial recommendations contained in the report regarding the Hook of Holland visit, the committee agreed to an appendix to be added to the current Financial Regulations, as below.

Harwich Town Council will not reimburse any Councillor for any cost incurred for alcoholic beverage whilst acting for, or on behalf of, the Council. All alcohol for hospitality will be purchased through, and by, the council office using the appropriate claim form.

RESOLVED TO RECOMMEND: that the Financial Regulations are adopted by Full Council.

F25/10 DATE OF NEXT MEETING
The next meeting of the Finance and General Purposes Committee will be held in November 2010 (date and time to be confirmed).

F26/10 EXCLUSION OF PUBLIC AND PRESS
RESOLVED: that pursuant to Section 1 of Public Bodies (Admission to Meetings) Act 1960 the meeting is closed to the press and public for the transaction of the under-mentioned business.
