MINUTES OF THE MEETING OF THE ENVIRONMENT AND HIGHWAYS COMMITTEE
HELD ON

E19/09 DECLARATIONS OF MEMBERS’ INTERESTS
The Chairman, Councillor S Tyrer declared a personal interest in Minutes E24/09.

E20/09 MINUTES OF LAST MEETING
RESOLVED: that the minutes of the Environment and Highways Committee meeting held on 3rd November 2009, (previously circulated), be accepted as a true record.

E21/09 CONSIDERATE PARKING INITIATIVE
Mr I Taylor of Tendring District Council advised that the Full Council had received a resentation of the Considerate Parking Initiative at its January 2010 meeting. Mr Taylor informed members that the scheme had been extremely successful in Brightlingsea which was confirmed by Councillor J Aldridge of Brightlingsea Council. Another meeting will take place between Tendring District Council, Harwich Police and a representative of Harwich Town Council to arrange training, dates for leaflet drops and relevant publicity, before the scheme
commenced.
RESOLVED: to adopt the Considerate Parking Initiative starting Tuesday 6th April 2010 and for the Clerk to obtain permission from the whole Council for the Harwich Town Crest to be printed on relevant stationery. FURTHER RESOLVED: that the Chairman of Environment and Highways Committee will assume the role of Liaison Officer for this scheme, on behalf of Harwich Town Council.

Mr I Taylor, Councillor J Aldridge and Acting Sergeant Leach left the meeting at 7.20pm.

E22/09 TREE PLANTING PROGRAMME 2009/2010 AND 2010/2011
Further to Minute E13/09 the Chairman informed the Committee that eight trees had been planted, six at Harwich Green and two in the gardens at the bottom of The Drive. An invoice had been received from Tendring District Council for the eight trees at an initial cost of £1010.50 including VAT. A subsequent refund of £200 will be received from Tendring District Council once payment has been received.

The Committee were informed that eight scroll top tree guards, order from Dunninghams, were
expected to be delivered shortly.

Acting Sergeant M Leach rejoined the meeting at 7.25pm.

The Committee discussed the possibility of planting several trees near the picnic tables at West End Dovercourt. It was agreed for this item to be placed on the next agenda.

E23/09 ROUNDABOUT IMPROVEMENTS
The Committee decided to defer this item and place on the next agenda.

E24/09 RE-SITING OF ZEBRA CROSSING
A letter was read from a resident of Main Road, Dovercourt requesting the present zebra crossing, situated between the old Health Centre and closed Borno Chemist, be re-sited closer to Fryatt Hospital.
The Committee RESOLVED: that the Clerk invites Jennifer Gudka from Essex County Highways to attend a site meeting with Chairman Councillor Tyrer, and any interested committee members. Councillor McLeod said he was interested in attending.

E25/09 HARWICH IN BLOOM
The Chairman informed members that a grant request for the annual “Harwich in Bloom” had been received from The Harwich Society. RESOLVED: to acknowledge the letter and enclose a Grant Application form.

E26/09 20 MPH ZONES
The Committee agreed for the subject of 20MPH Zones to be included on the next agenda.

E27/09 DATE OF NEXT MEETING
The Committee agreed that the next Committee meeting should take place on 25th May 2010 at Park Pavilion Board Room, Barrack Lane at 6.30pm.
