MINUTES OF THE MEETING OF THE ENVIRONMENT AND HIGHWAYS COMMITTEE
HELD ON

A one minute silence in memory of the Clerk to the Council, Mrs Elaine Novorol was observed.

E01/09 APOLOGIES FOR ABSENCE
Apologies received from Councillors Brown, Colbourne and Payne

E02/09 APPOINTMENT OF VICE CHAIRMAN
RESOLVED: that Councillor M Gardner is appointed Vice-Chairman for the municipal Year 2009/2010

E03/09 DECLARATIONS OF MEMBERS’ INTERESTS
None

E04/09 MINUTES OF LAST MEETING
RESOLVED: that the minutes of the Environment and Highways Committee meeting held on 9th February 2009, (previously circulated), be accepted as a true record.

E05/09 TREE PLANTING PROGRAMME 2009/2010
Further to Minute E50/08, the committee gave permission for the Chairman to proceed with the schedule submitted for the planting of two trees at the bottom of The Drive, Dovercourt and six trees on The Green, Harwich, Tendring District Council will plant the trees. The total cost is approximately £820, of which £410 is donated to Harwich Town Council by Tendring District Council.
The committee RESOLVED: to request that maintenance be carried out on all trees planted by Tendring District Council throughout the town. The committee requested that tree guards be included on the agenda once prices has been sourced.

E06/09 MINESWEEPERS WAR MEMORIAL
Further to Minute E44/08, the committee RESOLVED: gave approval to the completed restoration work of the War Memorial and the annual maintenance programme provided by the Assistant Clerk. FURTHER RESOLVED: to ask Tendring District Council to tidy up the Garden of Remembrance before the 20th September 2009, if at all possible.

E07/09 GRANTS FOR BUS SHELTERS
The committee RESOLVED: to ask Essex County Council to provide two new bus shelters, one at Gravel Hill Way and one at Long Meadows, Dovercourt as both roads are on a scheduled bus route.

E08/09 TEMPORARY ROAD CLOSURES
The following temporary road closures were noted by the committee.

Essex Air Ambulance Motorcycle Rally Sunday 13th September 2009 10.00 to 18.00 hrs.
Guy Carnival Saturday 31st October 2009 18.00 to 21.00 hrs.
Main Road/Manor Road junction closure 27th August 2009 (for approx 3 months). The
Committee RESOLVED: to contact Essex County Council, Highways Department requesting that a notice be positioned at the bus stop, situated outside the Hospital, informing passengers that buses are not scheduled to stop whilst the Main Road is closed.

E09/09 MINESWEEPERS MEMORIAL BUS STOP
The Committee discussed a request from Essex County Council for consideration of waiting restrictions at this location. RESOLVED: that because visibility is impaired at the junction of Lower Marine Parade and Fronks Road, Dovercourt, that a “No Parking” restriction order be requested between the hours of 08.00 and 18.00.
