3 Minutes of Last Meeting
•To approve as a correct record the minutes of the Environment & Community meeting held on 17th January 2019 (attached)
4 Matters Arising From the Minutes of the Last Meeting
To discuss and act upon information received following previous actions in relation to the following items:
E43/18 – Report requesting safety signs in Allfields has been submitted to the Local Highways Panel.  Response received and will be reviewed under item 10.
E43/18 – Letter of objections and request for the Local Highways Panel to undertake a speed survey in April has been submitted. Response received and will be reviewed under item 10.
5 Matters Arising From Previous Minutes
To discuss and act upon information received following previous actions in relation to the items listed on the agenda:
E71/17 Untidy Sites in the Conservation Area and ‘Illuminate Route’ for Mayflower 2020 – No further update
E20/18 – £189 has been earmarked for future improvements to the flood memorial garden.  Future working party to be considered after May elections.
E21/18 – Tree planting has been deferred until Autumn 2020.
6 Horticultural Report
To receive reports from the Horticultural Advisers and consider any necessary action
7 There But Not There
Chairman to provide an update and consider any necessary action
8 Overgrown Vegetation, PROW and Other Footpaths Throughout Harwich & Dovercourt
To review response received from SLCC regarding the devolution pilot scheme and consider any necessary action
9 Local Pothole Repair Programme
To receive a progress report from the Clerk following HTC’s submission to Essex Highways Local Pothole Repair Programme
10 LHP Panel
To receive an update from Cllr I Henderson and consider any necessary action
•Blue Roundabout
•Church Street – Right of way
•Parkeston Road – Installation of zebra crossing
•1A East Street – Installation of bollards – Further response received
•Low Road – Speeding cars – Further response received
•Allfields – Road safety signs – Response receivedTo consider the following proposal for submission to the Local Highways Panel:
•Speeding lorries on the approach to St Nicholas roundabout
