1 Apologies for Absence

2 Declarations of Members’ Interests
To receive any ‘pecuniary’ or ‘personal’ interests relating to items on the agenda
3 Minutes of Last Meeting
To approve as a correct record the minutes of the Environment & Community meeting held on 20th July 2020
4 Matters Arising From the Minutes of the Last Meeting
To discuss and act upon information received following previous actions in relation to the following items:
         E09/20 – Emergency Plan – Last few amendments are being made to the Emergency Plan.
Once issued, a mock emergency test will be undertaken.   TDC has been advised that
Cllr Powell will continue as HTC’s representative on the Parish & Town Council Community
Resilience Forums run by Tendring District Council.
         E10/20 – Winter Salt Bag Scheme – Essex County Council have been advised that HTC do
not wish to receive a delivery of salt this year but would like to continue to participate in the
Salt Bag Partnership Scheme in future years.
5 Matters Arising From Previous Minutes
To discuss and act upon information received following previous actions in relation to the items listed on the agenda:
E21/18 –
Tree planting has been deferred until autumn 2020
6 Horticultural Report
To receive a report from the Horticultural Adviser and consider any necessary action
7 Flood Memorial Garden
To review the draft plans received from Tendring District Council for the improvements to the area and consider any necessary action
8 Emergency Planning
 To discuss the benefits of purchasing a mobile and formalise funding which could be
utilised in the event of an emergency
9 20MPH Street Safety Zones
To discuss traffic calming measures and consider requesting a review of Tendring’s Local
Highways Panel’s validation process
10 Tree Planting
To consider the council’s policy in regard to tree planting for the next two years
11 Budget for Municipal Year 2021/22
To review and consider the committee budget for the coming year
12 LHP Panel
To receive an update from Cllr I Henderson and consider any necessary action

•Parkeston Road – Installation of Zebra Crossing
•Low Road Speed Survey
•High Street/Kingsway – Traffic Calming Measures
