MINUTES OF THE MEETING OF HARWICH TOWN COUNCIL PLANNING COMMITTEE
HELD ON 20th APRIL 2010 at 6.30pm
at LONG MEADOWS COMMUNITY CENTRE, DOVERCOURT

Also present: Mr A Knowles (Planning Enforcement Manager at TDC), 1 member of the press and 33 members of the public.

P93/09 APOLOGIES FOR ABSENCE
Apologies for absence were received from Councillors J Brown, Burke, Callender, Colbourne, Gardner, Henderson, Howlett, Morrison and Rutson.

P94/09 ENFORCEMENT PRESENTATION
The Committee received a comprehensive presentation on enforcement from Mr Andy Knowles, Planning Enforcement Manager at Tendring District Council. The Committee were also presented with handouts regarding enforcement procedures. The Chairman thanked Mr Knowles for the presentation. Mr Knowles left the meeting at 6.45pm.

P95/09 DECLARATIONS OF MEMBERS’ INTERESTS
Councillor McLeod declared he is a member of Tendring District Council’s Development and Control Committee.

P96/09 MINUTES OF THE LAST MEETING
RESOLVED: that the minutes of the meeting held on 31st March 2010 (previously circulated) be approved by the Chairman and signed as a true record.

P97/09 PLANNING APPLICATIONS
The Committee considered a schedule of planning applications for weeks ending 26th March, 2nd April and 9th April 2010.
RESOLVED: that the recommendations of Appendix ‘A’ are submitted to Tendring District Council.

P98/09 CAPITAL HOUSE, MAINROAD, DOVERCOURT
The Committee considered Planning Application No. 10/00114/FUL regarding a request from Tendring District Council to comment on an amended proposed partial site re-plan covering consented Plots 62-103 to include 50 new build dwelling (including 3 affordable units). RESOLVED: to recommend that any application for this site is refused now and in the future until the original conditions on environmental concerns are fully complied with and the Council strongly urges Tendring District Council that this goes to Committee and is not an “officer decision”.

P99/09 RETROSPECTIVE PLANNING APPLICATION NO. CC/TE/50/10
The Committee noted a Retrospective Planning Application No. CC/TEN/50/10 for the installation of a new external canopy situated to the west elevation of the Mayflower Primary School, Main Road, Dovercourt.

P100/09 DATE OF THE NEXT MEETING
The next meeting of the Town Planning Committee will be held at 6.30pm on 12th May 2010 at the 1912 Centre, Cow Lane, Harwich.

The Chairman closed the meeting at 6.59pm
