MINUTES of the Meeting of the GUILDHALL COMMITTEE held at The Guildhall, Church
Street, Harwich on Monday 19th September 2011 commencing at 7pm

G012/11 APOLOGIES FOR ABSENCE
Apologies received from Cllrs R Callender, King and O’Neill.

G013/11 DECLARATIONOF MEMBERS’ INTERESTS
None

G014/11 MINUTES OF THE LAST MEETING
RESOLVED that the minutes of the Guildhall meeting held on 18th July 2011 (previously circulated) be approved by the Committee and signed by the Chairman as a true record.

G015/11 COUNCILLORS BROOCHES
The Clerk gave an update to members on the progress regarding obtaining quotes for the replenishment of brooches. Members discussed various options and it was RESOLVED: to explore any further options that may arise. It was FURTHER RESOLVED: to seek the opinion of the remaining councillors to ascertain individual views on whether to proceed with ordering the brooches, or to adopt a policy to adopt the other badge types currently stocked as the official unisex HTC badge.

G016/11 MAYORESS’ CHAIN
Further to Minute G006/11 the Clerk informed members that no response had been received from goldsmith Ron Chapman regarding other options for the Mayoress’ chain.
RESOLVED: for the Clerk to continue persuing this and to report back to a future meeting, once a response has been obtained.

G017/11 MAYORAL ROBES OUTSIDE OF PARISH
Councillor Brown informed members of invitations received to Civic services held outside of the parish for which robes and Chains of office may be worn. Members discussed the current protocol for the wearing of the robes and it was RESOLVED: not to permit the robes to be worn outside of the parish of Harwich and Dovercourt for the requested events. It was FURTHER RESOLVED: that if an invitation is received, via the Clerk, for the Town Mayor to attend a school within the parish, and the request specifies that robes are worn, this would be permissible.

G018/11 PROCLAMATION GIFTED BY THE HARWICH BOARD OF SELECTMENT, MASSACHUSETTS
Councillor Brown read aloud the proclamation presented to the Royal British Legion Brass Band on a recent trip to Harwich, Massachusetts. Members discussed whether this should be retained by Harwich Town Council or the Royal British Legion.
RESOLVED: for Harwich Town Council to congratulate the RBL Brass Band on their successful tour and, in recognition of the enhanced links between the two towns that the visit established, that the band have the honour of displaying the proclamation within the branch headquarters of the Harwich and district RBL.

G019/11 COMPLAINT REGARDING DISABLED ACCESS AT THE GUILDHALL
The Clerk reported to members on a complaint received in relation to disabled access to the Guildhall. RESOLVED: to make this information available to the Finance & General Purposes Committee so as to form part of their deliberations over proposed disabled access at the Guildhall.
