MINUTES OF THE ANNUAL MEETING OF HARWICH TOWN COUNCIL
HELD ON
12th MAY 2010 at 7.00pm
at THE 1912 CENTRE, COW LANE, HARWICH
Present: The Mayor, Councillor J Wares, in the Chair at the
commencement of the meeting

Councillors: P Burke, B Brown, J Brown, R Callender, G Calver,
A Colbourne, L Double, M Gardner, D McLeod, S Henderson,
A Morrison, L Payne and D Rutson

PUBLIC QUESTION TIME:
Raymond Adams asked the reason why the buses were frequently late at the first bus
stop from the Harwich Depot. Councillor McLeod to investigate.
Maria Fowler asked when the 10p car park charge would be reinstated at Milton
Road. Members confirmed that this was not about to happen but hoped the motion to
reinstate the 10p charge would be supported by all Councillors of Harwich as the
decision to charge the current 80p was taken by an Officer of Tendring District
Councillor without any supporting evidence.
Audrey Salter congratulated The Mayor for chairing the Annual Parish Meeting with
such a low turn out of Councillors present and asked for more interaction between the
Council and members of Harwich and Dovercourt to work together, with the help of
the local newspaper to publish more information of forthcoming meetings.
Members confirmed that there is no guarantee of how many Councillors will attend a
meeting and unfortunately other meetings coincide with dates of Harwich Council
meetings. A member confirmed that members of the public have the opportunity to
ask questions at every Harwich Town Council meeting, a practice introduced two
years ago.
01/10 ELECTION OF CHAIRMAN
The Mayor called for nominations for Chairman for the forthcoming
year. Councillor J Wares moved and Councillor A Colbourne seconded
that Councillor S Tyrer be elected as Chairman of Harwich Town
Council for the forthcoming year.
The Mayor then called for any further nominations and there being
none, it was RESOLVED that Councillor S Tyrer be elected as
Chairman. Councillor S Tyrer signed her Declaration of Acceptance
of Office and took the chair for the remainder of the meeting.
02/10 ELECTION OF VICE-CHAIRMAN
Councillor S Tyrer called for nominations for Vice-Chairman for the
forthcoming year. Councillor S Tyrer moved and Councillor D Rutson
seconded that Councillor B Brown be elected as Vice-Chairman of
Harwich Town Council for the forthcoming year.
Councillor S Tyrer then called for any further nominations and there
being none, it was RESOLVED that Councillor B Brown be elected as
Vice-Chairman. Councillor B Brown signed his Declaration of
Acceptance of Office.
03/10 APOLOGIES FOR ABSENCE
Apologies for absence were received from Councillor B Howlett.
04/10 DECLARATIONS OF MEMBERS’ INTERESTS
None
05/10 MAYOR’S ANNOUNCEMENTS
The Mayor gave details of her recent engagements including St
George’s Dance arranged by the Mayoress.
The Mayor advised that a total of £2148.87 had been raised by the
Mayoress Appeal which was presented to her chosen charities at a
reception held on 11th May 2010.
06/10 MINUTES OF THE LAST MEETING
RESOLVED: that the minutes of the meeting of the Town Council
held on 20th April 2010 (previously circulated) be approved by the
Chairman and signed as a true record.
07/10 APPOINTMENT OF OFFICER, COMMITTEES AND REPRESENTATIVES FOR THE FORTHCOMING YEAR
Councillor D McLeod moved and Councillor A Colbourne seconded
that the appointment of Officer, Committees and Representatives for
the ensuing year, as recommended by the council at an informal
meeting on 31st March 2010, be approved.
RESOLVED: to approve the appointments as listed in Appendix A.
08/10 MEETINGS OF THE COUNCIL
Councillor J Wares moved and Councillor B Brown seconded that the
meetings of the Council, in accordance with Standing Orders 1 – 3, be
approved.
RESOLVED: to agree council meetings as listed in Appendix B.
09/10 SUBSCRIPTIONS TO BE PAID ANUALLY
RESOLVED: to agree Annual Subscriptions as listed in Appendix C.
10/10 FINANCIAL UPDATE AND RECORD OF PAYMENTS
Payments and receipts, current balances, financial activity against
budgets and earmarked funds were noted.
RESOLVED: to authorise payments as listed in Appendix D.
11/10 INDEPENDENT REMUNERATION PANEL
RESOLVED: to accept the recommendations regarding an increase in
the members’ allowance to £744.00.
12/10 DATE OF THE NEXT MEETING
The next meeting of Harwich Town Council will be Mayor Making on
Thursday 20th May 2010 at The Electric Palace, Kings Quay Street,
Harwich at 11.00am. The next ordinary meeting of Harwich Town
Council will be held at The 1912 Centre, Harwich on 9th June 2010 at
7.00pm, or at the rise of the Town Planning Committee Meeting,
whichever is the later.
The Chairman closed the meeting at 7.35pm.
