The Mayor’s Chaplain said prayers.

134/05 REPRESENTATIONS FROM MEMBERS OF THE PUBLIC
None

135/05 DECLARATIONS OF INTEREST
Councillor Bleakley declared a personal
interest in The Harwich Society, item 15 c) and Councillors Double and Brand declared a
personal interest in Harwich Connexions, item 15a).

136/05 MAYOR’S ANNOUNCEMENTS
The Mayor informed Councillors that the Clerk to the
Council Mrs Denise Humphris had resigned. The Mayor then gave details of engagements
undertaken since the last meeting.

137/05 MINUTES
RESOLVED: that the minutes of the meeting held on the 18th April 2006 (previously circulated) be approved by the Chairman and signed as a true record.

138/05 ENVIRONMENT AND HIGHWAYS COMMITEE
Councillor Mcleod presented the minutes of the meeting held on 25th April 2006.
RESOLVED: that the minutes be adopted including the recommendations therein.

139/05 MATTERS ARISING FROM THE MINUTES
None

140/05 FRIENDS OF THE EARTH: UPGRADING OF THE A120
Pursuant to Standing Order 18: Notice of Motion Councillors were advised that there had still been no response from Friends of the Earth to two letters sent.
RESOLVED: to write again emphasising the issue of safety, asking for details of their real objections and demanding a response.

141/05 SKATEPARK
Further to minute 115/05 a response from Tendring District Council with the breakdown of costs of Clacton Skatepark was considered.
RESOLVED: to write to Tendring District Council and request a breakdown of all costs incurred in setting-up and running the Clacton Skatepark since it was built including details of who meets these costs.

142/05 GUILDHALL COMMITTEE
Councillor Calver presented the minutes of the meeting held on 11th April 2006.
RESOLVED: that the minutes be adopted.

143/05 BRIEF REPORT OF MEMBERS
Councillor Payne gave a report on the Harwich Regeneration Group. Councillor McLeod gave a report on the Bus Station at Harwich and also informed the meeting that Senior Citizens’ Bus Passes were now being given out.

144/05 PETTY CASH EXPENDITURE
The petty cash expenditure list was presented for consideration by members.
RESOLVED: that the Accounts Appendix ‘A’ is approved.

145/05 PARTY IN THE PARK 2006
A request for £5000.00 funding from Harwich Town Council was considered.
RESOLVED: to support the request and to ensure recognition for Harwich Town Council.

146/05 FREE USE OF THE GUILDHALL
RESOLVED: to allow free use of the Guildhall by Tendring Twinning Association on 16.06.06 and Harwich Festival Group on 02.07.06.

147/05 REDOUBT FETE 29TH MAY 2006
RESOLVED: to allow use of the Mayflower Avenue gate by the Harwich Society to access the Redoubt, subject to agreement with adjacent residents.

148/05 LETTER OF THANKS FROM BUCKINGHAM PALACE
A letter of thanks from Buckingham Palace to Harwich Town Council for the birthday card sent to the Queen to mark her 80th birthday was noted.
RESOLVED: to pass the letter to the archivists for it to be placed in the Town Archive.

The Deputy Mayor, Councillor J Thurlow, took the chair at 8.40pm.

128/05 EXCLUSION OF PUBLIC AND PRESS
RESOLVED: that pursuant to Section 1 of Public Bodies (Admission to Meetings) Act 1960, the meeting is closed to the press and public for the transaction of the under mentioned business:
Approval of Part ‘B’ minutes of the Extraordinary Meeting of the Town Council held on 2nd May 2006.

Update on continuity of Town Council Duties.

Further consideration of matters related to resignation of the Clerk to the Council.
