01/05 MAYOR’S ANNOUNCEMENTS
The Retiring Mayor Councillor A Morrison gave details of engagements undertaken by him since the last meeting. The Mayor of Harwich and The Deputy Mayor also gave details.

02/05 MINUTES
RESOLVED: that the minutes of the meeting held on the 26th April 2005 (previously circulated) be approved by the Chairman and signed as a true record.
03/05 ANNUAL PARISH MEETING
RESOLVED: that the minutes of the meeting held on 5th April 2005 (previously circulated) be approved by The Chairman and signed as a true record.

04/05 STATUTORY ANNUAL MEETING
RESOLVED: that the minutes of the meeting held on 19th May 2005 (previously circulated0 be approved by The
Chairman and signed as a true record.

05/05 DOVERCOURT BOATING LAKE
Further to a minute from the Annual Parish Meeting, a response from Tendring District Council advising that ratbaiting was to take place was noted:
RESOLVED: to send a copy of this letter to the member of the public who raised this concern.

06/05 HANDRAILING ON STONE PIER HARWICH
Tendring District Council advised that regular Risk Assessments were undertaken which have shown a hand rail is not necessary.

07/05 CCTV
Members noted receipt of a letter from Tendring District Council advising that it is not possible to gauge how successful CCTV cameras are in preventing or solving crime as this is not something that could be easily monitored. They also advised that there are no plans at present to upgrade CCTV cameras in the town.
RESOLVED: to write to TDC thanking them for their offer to visit the CCTV control centre which councillors are likely to take up at a later date.

08/05 BUS ROUTES
RESOLVED: to write to the Transportation Manger Essex County Council to ask if a new bus route which goes through the Dove Crescent estate could be put in place.

09/05 A120
RESOLVED: to write to Hutchison Ports to ask if they have reached any agreement with road developers re future improvements for the A120 should the new port go ahead.

10/05 DOVERCOURT CEMETERY
Members were advised that the cemetery is closed this week for burials/interment of ashes due to staff training.
RESOLVED: to write to Tendring District Council asking why this situation has arisen.

11/05 BRIEF REPORTS OF MEMBERS
Councillor Henderson gave a report on the Single Homeless Forum.
Councillor Thurlow gave details of the forthcoming VJVE celebrations in July.

12/05 FINANCE – PAYMENT OF ACCOUNTS
The Payment of Account as listed was presented for consideration by members.
RESOLVED: that the Accounts shown on the attached Appendix ‘A’ be approved.

13/05 TRAFALGAR WEEKEND 21ST – 23RD OCTOBER 2005
Members considered whether any special celebrations could be arranged for this weekend and RESOLVED: to arrange a meeting at the earliest opportunity to include the following organisations:

Harwich Town Council – The Mayor and Deputy Mayor
The Church
The Harwich Society
The Royal Naval Association
King Georges Fund for Seafarers
The Sea Cadets.

14/05 THE LICENSING ACT 2003
Councillor Henderson and Councillor Markham Lee declared an interest and left the meeting. Members considered receipt of an application to extend opening hours to midnight on weekdays and 1am at weekends which included live/recorded music and the sale of alcohol.
RESOLVED: to advise Tendring District Council that this council object to the extended hours as the Pub is in a residential area as well as being in the centre of a small town centre and as such is not suitable for such hours.

The Chairman closed the meeting at 9.25pm.
