E40/08 MINUTES OF LAST MEETING
RESOLVED: that the minutes of the Environment and Highways Committee meeting held on 21st October 2008, (previously circulated), be accepted as a true record.

E41/08 TREE PLANNTING PROGRAMME 2008/2009
Further to Minute E29/08, the committee noted a response from Dunninghams who have agreed to honour the price given for five scroll top tree guards to be placed around new Holm oak trees positioned in Dovercourt Park.

E42/08 ROUNDABOUT IMPROVEMENTS
Further to Minute E30/08 Councillor Callender gave a report on the costs to place a brick built galleon on the roundabout at Parkeston. The committee agreed to wait for the response from the Highways Agency and for the matter to be reviewed at a later date.

E43/08 NOVELTY WASTE BINS
Further to Minute E31/08 the committee noted a response from Councillor P Oxley, the Leisure Portfolio Holder at Tendring District Council confirming that novelty bins will be included in the Mace Park refurbishment.

E44/08 MINESWEEPERS WAR MEMORIAL
The Committee noted a response from Bakers of Danbury who suggested that restoration would commence around early spring, weather permitting.

E45/08 MINERAL AND WASTE DEVELOPMENT FRAMEWORK
The Committee discussed documentation received from Essex County Council giving notice of a public consultation to be held 15th January to 12 March 2009. RESOLVED: to note and circulate the letter to all Councillors for any comments to be sent direct to Essex County Council.

E46/08 HARWICH IN BLOOM
A request from The Harwich Society for financial support for the 2009 scheme was considered.
RESOLVED: to grant The Harwich Society £1200 towards the hanging baskets to be placed around the town.

E47/08 NEW ROAD SIGNS
The Committee discussed new road signs directing visitors from Parkeston to both Harwich and Dovercourt town centres. RESOLVED: to write to the Highway Agency requesting the feasibility to erect larger road signs showing directions to both town centres.

E48/08 CLEAN-UPS
The Committee were advised to contact Tendring District Council if assistance was required with any future clean-ups throughout the town.

E49/08 DOVERCOURT CLIFF SLOPES
The Chairman reported that following a meeting with Trevor Mills of Tendring District Council discussion took place about creating a third identical flower bed to accompany the one already present and the second yet to be put in place by Tendring District Council. It was stated that Tendring District council could provide Harwich Town Council with plants at cost price. The proposed position of the flower bed will be close to the diagonal path, below the Cliff Hotel.

E50/08 TREE PLANTING PROGRAMME 2009/2010
The Tree Warden, Mrs M Lungley, submitted a draft schedule of tree planting planned for 2009/2010.
RESOLVED: to consider costings at the next meeting.
