E12/09 MINUTES OF LAST MEETING
RESOLVED: that the minutes of the Environment and Highways Committee meeting held on 8th September 2009, (previously circulated), be accepted as a true record.

E13/09 TREE PLANTING PROGRAMME 2009/2010
Further to Minute E05/09, a letter received from Tendring District Council confirming £200 towards the Tree Planting Programme 2009/2010 was noted. The Committee were disappointed with the shortfall of £200 but RESOLVED: to purchase eight trees, including cost of planting, at a cost of £820 and eight scroll top tree guards at a cost of £966 + VAT.

E14/09 MINESWEEPERS WAR MEMORIAL
Further to Minute E06/09, the Committee noted a grant payment of £6290 had been received from English Heritage for the Minesweepers Memorial restoration works.

E15/09 TEMPORARY ROAD CLOSURES
The following temporary road closure was noted by the committee.
Guy Carnival Saturday 28th November 2009 18.00 to 21.00 hrs.

Promoting Environment Awareness/Schemes £1000

A member proposed a memorial garden, at Bathside, to commemorate people who died in the 1953 flood. A local school will be involved in designing the garden. RESOLVED: to apply for financial support in next year’s budget.

E17/09 DATE OF NEXT MEETING
The Committee agreed that the next Committee meeting should take place on 2nd February 2009.
